This position is located in the Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC).
Although the position is advertised equivalent to GS-9/11, MCC uses a pay banded system to compensate employees. This position is pay band 5A/4C which is generally equal to GS-9/11.
Duties
As a Program Analyst/Program Officer, you will:
Support the Country Team for the assigned country program(s) with responsibility for coordinating and supporting activities in cooperation with Resident Country Mission and multidisciplinary team members and consultants.
Contribute to MCC information management and knowledge sharing by designing, developing, and implementing systems (and databases) to organize, consolidate and share data used routinely to fulfill internal as well as external reporting requirements- and maintain a library of documents specific to country projects.
Assist in coordinating, facilitating, scheduling key Compact milestones (tracked in MS Project work plans), promoting cross sector collaboration and teamwork as well as providing travel and logistical support pertaining to missions, country team meetings, management reviews, or special events with other MCC divisions or country counterparts as needed to support Compact operations.
Perform a variety of tasks to address program needs (e.g. quarterly disbursement request packages, technical data management, travel authorizations, action memorandum approvals, tracking procurements and financial data, monitor and track Compact progress towards established goal(s), and provide status reports.)
Compile and prepare necessary information from country teams and RCMs; prepare and develop budgets, reports, and narrative and statistical materials needed for on-going organizational planning and program monitoring as well to meet reporting requirements.
Develop, consolidate, and/or prepare briefing papers, talking points and background materials on country- and project-related issues and topics for senior management.
Ensure that data requests are tracked and completed, and that documentation is published, updated, organized and distributed as required.
Performs other duties as assigned.

Qualifications

To qualify for pay band 5A you must also meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 5B (GS-7) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: performing administrative and operational assignments supporting the development, implementation and/or closure of international development assistance projects or programs; acting as liaison with individuals and groups both inside and outside an organization, particularly with foreign governments, international non-governmental organizations and businesses and the U.S. Government; and drafting a variety of written documents, such as project summaries, status reports, memos, briefing papers, presentations, and meeting minutes. Note: This experience MUST be well documented within your resume or application.

Applicants may also qualify based on completing requirements master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must be related to the work of the position and demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. Such education must be related to the work of the position and demonstrate the knowledge, skills, and abilities necessary to do the work of this position..
To qualify for pay band 4C you must also meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 5A (GS-9) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: performing administrative and operational assignments supporting the development, implementation and/or closure of large-scale infrastructure international development assistance projects or programs, such as those focused on energy, transport, water and irrigation, etc.; acting as liaison with individuals and groups both inside and outside an organization, particularly with foreign governments, international non-governmental organizations and businesses and the U.S. Government interagency, regarding matters related to international development assistance; and drafting a variety of written documents, such as project summaries, status reports, memos, briefing papers, presentations, and meeting minutes. Applicants may also qualify based on completing requirements for a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must be related to the work of the position and demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Highly Desired: Written and oral French language proficiency. (Please include level of proficiency in your application).
Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to or GS- 7 to be eligible for pay band MC- 5A. You must have one year of Federal service equivalent to or GS- 9 to be eligible for pay band MC- 4C.
