This position is located at the Department of Veteran Affairs in the Sheridan VA Health Care System in Pharmacy Service. The incumbent is responsible for managing, organizing, and coordinating the Informatics Program within the Pharmacy Service and serves as the expert consultant in pharmacy-related issues and other clinical issues in the context of modernization and support of electronic health record system and any other systems relevant to Clinical Informatics.

Administrator in charge of the Automated Dispensing Cabinet (ADC) system. Administrator in charge for all unit dose packaging systems (i.e. unit dose packaging equipment). Coordinates the maintenance and operation of outpatient medication automated order filling and dispensing systems. Pharmacy Informatics Systems Responsible for implementation of all VA Software for pharmacy applications. Maintains pharmacy computer databases/files (drug, controlled substance activities, adverse reactions, allergies, status, etc.) for optimum function of pharmacy packages and other related facility packages, ensuring uniform format and data accuracy. Coordinates the use of Pharmacy VistA software packages with other VA clinical applications including CPRS and BCMA including the Clinical Reminders system. Functions as a change agent, actively participating in electronic health record (HER) modernization and testing out new software (alpha and beta testing) at the facility, VISN and national level. Develops medication "Quick Orders" as directed by the Pharmacy and Therapeutics Committee that are utilized by providers to expedite the processing of medication orders in the appropriate format to reduce the potential for prescribing errors and provider view alert signatures because of pharmacist order correction edits. Establishes and maintains informatics procedures for new programs as they are introduced into the Pharmacy and modifies existing procedures as needs change. Responsible for training of all new pharmacy staff on computer applications, and providing additional training as staff needs or deficiencies are identified. First line person to trouble-shoot problems with both software and hardware related to pharmacy and logs tickets when problems are identified that cannot be fixed at a local level. Develops plans for future needs for service information management. Attends training offered for computerized enhancements and works closely with the Chief, Pharmacy Service regarding potential implementation of enhancements. Liaison between the facility and CMOP in assuring all issues with rejected prescriptions are corrected and dealt with in a timely manner. Works closely with the Chief, Pharmacy Service; Assistant Chief, Pharmacy Service; Clinical Pharmacist(s); Staff Pharmacist(s); Facility Clinical Applications Coordinator; and VISN ADPAC Pharmacist as necessary. Automated Equipment Primary contact for all items in relation to pharmacy automated equipment (ScriptPro, Omnicell, etc.). Operates and maintains complicated pharmacy equipment including ScriptPro outpatient pharmacy automation, unit dose packaging machines, and inpatient pharmacy automation equipment. Utilizes all pharmacy equipment according to manufacturer, facility, and service policies and procedures. Data Management Assists the Pharmacy Service administration in the overall management of the pharmacy by providing systems for accurate workload and cost data for areas such as inpatient, outpatient, clinical, AR/WS, IV admixture, manufacturing, investigational agents, controlled substances, CMOP, drug accountability, CPRS, Pharmacy PC support, automated equipment interface maintenance, Automated Inventory Management System (AIMS), MUMPS Audio Care. Maintains an extensive knowledge of the VistA file manager system, SQL, Pyramid Analytics, PowerBI, and commercially available programs that facilitate transfer of data into Microsoft database or spreadsheet format. Maintains an extensive knowledge of all Microsoft Office applications including Word, Excel, Access, and PowerPoint in order to manipulate and format data into reports and graphical presentations at the request of Service management. Maintains an extensive knowledge of available VISN 19 and national databases in order to manipulate and format data into reports and graphical presentations at the request of Service management. Oversees reconciliation of high cost drug report and reports status and cost avoidance to Chief, Pharmacy Service on a monthly basis Extracts and collects data utilizing these systems to prepare reports as requested by Service management. Utilizes automated reporting systems to prepare High Cost, Most Frequently Prescribed, and Non- Formulary Drug reports for P&T Committee review. Establishes and maintains databases for the documentation of outcomes of clinical economic initiatives including patient care and cost reduction issues and generates summary reports as requested by Service management. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Note: Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States, or the District of Columbia. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). GS-13 Grade Determinations: Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Knowledge, Skills, and Abilities. Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. b. Expert understanding of regulatory and quality standards for their program area. c. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. d. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. e. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Preferred Experience: 5 Years minimum experience in Federal Pharmacy position. Familiar with inpatient and outpatient pharmacy automation systems and electronic health records. Incumbent must be physically and mentally able to efficiently perform the essential functions of the position without hazard to themselves or others. Normal work of the position requires visual acuity (with the ability to read typewritten characters without strain, corrective lenses permitted), keen hearing, clear distinctive speech, manual dexterity and the ability to distinguish basic colors. This position may require reaching above shoulder-level height and requires potentially moderate levels of liftin gand carrying (15-44 pounds). This position requires long periods of sitting, standing and walking. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. Work is performed primarily in the pharmacy setting but may occasionally be in a patient care setting; The work area is adequately lighted, heated, and ventilated. Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion.
