The Pharmacist-Associate Service Chief Operations assists the Chief, Pharmacy Services in providing leadership, direction, organization, planning and implementation of pharmacy programs and services for Sheridan VA Medical. Provides administrative support to all sections of the Pharmacy.

Duties

Serves as the direct front line supervisor over inpatient and outpatient pharmacy staff, including the pharmacy informaticist. Works with front line staff to assure smooth transition of services in all sections and between all sections. Ensures that procedures, methods and work schedules for the efficient accomplishment of the pharmacy operations are effectively and fully managed. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the Medical Center's mission and goals. Develops and monitors performance standards. Develops and maintains systems to monitor the performance of staff activities. Collaborates with the Chief, Pharmacy Services, incumbent is responsible for coordinating the professional and clinical aspects of the Pharmaceutical Care program. Develops and validates competency and professional practice evaluation (PPE) of direct subordinates in all applicable aspects of pharmacy practice. Assists with interviewing of employee candidates, recommends appointments, and evaluates employee performance. Initiates action based on employee's performance as necessary, including documentation and recommendation for awards, counseling and disciplinary actions. Maintains resource accountability utilizing sound fiscal accounting techniques and pharmacoeconomic principles. Assures that assigned administrative projects and reports are submitted in a timely fashion and reports are well arranged easily understood and are submitted in the proper format in final form. Interprets policy, procedures, and philosophy for pharmacy and medical staff. Assists with ensuring consistency with requirements of regulatory agencies and is responsible for ensuring that all procedures and controls are operative. Serves as Acting Pharmacy Chief in the absence of the Chief, Pharmacy Service. Works in conjunction with the Chief, Pharmacy Services to effectively organize, direct, manage and control all pharmacy activities, plans short and long range objectives, solves problems, and achieves results within budgetary constraints. Assists in maintaining close liaison with clinical and administrative services while assisting in the overall responsibility to monitor all pharmacy programs and reporting to the Chief, Pharmacy Services potential services and resource requirements. Promotes sound and economical personnel management reviews, identifying duties and responsibilities, and justifying personnel needs that are based on current programs and workload requirements. Assists the Chief, Pharmacy Services with effectively developing annual budget information and maintaining effective fund control accountability throughout the fiscal year. Manages an effective quality assurance and performance improvement program for Pharmacy Operation Services through close coordination with the Chief, Pharmacy Services. Provides oversight and evaluation of all new automation initiatives within the Pharmacy Services and coordinates these projects with other affected services in the Medical Center. Provides administrative oversight to ensure that Pharmacy Service complies with all pertinent regulations governing the storage, utilization, distribution, procurement, destruction, dispensing, reporting, variance trending, and accountability of controlled substances. Assists in the development and maintenance of pertinent pharmacy programs from cost and patient outcome perspective. Promotes staff participation in the maintenance and review of patient medication records, laboratory tests, patient medication counseling, and patient medication interviews. Shares responsibility with other pertinent personnel for the development of new clinical programs, the maintenance of appropriate quality patient care and in providing quality assurance assessments and medication usage evaluation, through performance improvement quality assurance programs. Utilizes drug utilization evaluation (DUE) outcomes to positively influence patient care, education and pharmacoeconomic outcomes. Identifies problems that affect patient care programs and effectively utilizes problem-solving techniques to resolve these problems. Verifies electronic orders entered by the physician for accuracy while performing a prospective drug utilization evaluation considering drug-drug interactions, drug-allergy contraindications, drug- disease interactions, and dosage form. Reads and interprets prescriptions, obtains proper medication or material in the proper strength and dosage form; determines proper amount and counts, pours, or measures the medications; affixes proper label; and records required data on Pharmacy copy of prescription/order. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) OR Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: GS-14 Experience: In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Associate Service Chief Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. (NOTE: Associate Service Chief/ Associate CMOP Director positions should be graded one grade below the grade of the Chief of Pharmacy Service or CMOP Director.) Demonstrated Knowledge, Skills and Abilities. The KSAs shown below apply to all assignments at this grade level, and the specific KSA designated by an asterisk (*) applies to assignment 2 (Associate Service Chief) and 3 (Service Chief). 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. *6. Ability to plan, organize and direct the functions of the pharmacy staff. Preferred Experience: 2 years supervisory; experience with pharmacy budget management; experience with pharmacy automation References: VA HANDBOOK 5005/55 PART II APPENDIX G15 Physical Requirements: This position provides services to patients and their families. Incumbents must be physically and mentally able to efficiently perform the essential functions of the position without hazard to themselves or others. Normal work of the position requires visual acuity (with the ability to read typewritten characters without strain, corrective lenses permitted), keen hearing, clear distinctive speech, manual dexterity. This position may require reaching above shoulder-level height and requires potentially moderate levels of lifting and carrying (15-44 pounds). This position requires long periods of sitting, standing and walking. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
