The primary purpose of the position is to provide leadership, strategic direction, and oversight of the compliance activities for the medical facility and to ensure a standardized and effective approach to compliance using the compliance framework, Compliance and Integrity standards, processes, and resources set forth under the Compliance Program national guidelines and associated documents within the VHA health care system and any functions aligned under the VHA health care system.

Duties

The primary purpose of the position is to provide leadership, strategic direction, and oversight of the compliance activities for the medical facility and to ensure a standardized and effective approach to compliance using the compliance framework, Compliance and Integrity standards, processes, and resources set forth under the Compliance Program national guidelines and associated documents within the VHA health care system and any functions aligned under the VHA health care system. This position is located in the Office of the Director of a local health care system and reports to the Director, or a Chief Compliance Officer that reports to the Medical Center Director. Duties include but are not limited to: Developing, recommending, and implementing Compliance and Integrity program goals for operational units within the local health care system. Developing detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects. Participating in regular information planning sessions, maintain productive interaction with staff, report on the status and progress of work accomplished to date, and monitor work in progress. Exercising oversight of implementation of the Compliance and Integrity program within the local health care system to ensure it is effective. Implementing national Compliance and Integrity controls, solutions, and programs at the local health care system. Developing and implementing internal controls and solutions, in partnership with risk owners, to manage and mitigate key risks that may adversely impact local health care system objectives, compliance with regulations, or overall reputation within the local, VISN, or national landscape of the agency health care system. Establishing and maintaining the "tone at the top" within the local health care system for Compliance and Integrity. Providing regular communications to local health care system staff on the importance of Compliance and Integrity. Drafting guidance and direction regarding program management and reporting. Performing local health care system-wide reviews of internal controls over prioritized risk areas and determine adequacy in preventing compliance failures. Participating in meetings with internal staff and representative operational units within the local health care system to determine compliance program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs. Understanding local strategy, local needs, and risks of the local health care system. Analyzing and prioritizing local risks by working closely with senior management to develop a proactive strategy to mitigate compliance risks. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Individual Occupational Requirements (IOR): IORs represent the basic qualifications for a position.Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience requirements. Applicants may meet this requirement with one of the below: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcripts required) OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. At this level, applicants would have obtained this experience working within a health care setting providing leadership, strategic direction, and oversight of compliance activities; ensuring a standardized and effective approach to compliance using the compliance framework, compliance and Integrity standards, processes, and resources; and experience using complex analytical problem-solving methods, principles, and theories to identify extensive program data and conduct a variety of studies and investigations. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements. Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the above Individual Occupational Requirement (IOR) AND one (1) year specialized experience at the next lower grade level, GS-11, applicants must also meet the experience relevant to this position. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert understanding of high reliability theories, principles, concepts, and functions in order to provide necessary guidance to Executive Leadership, Service Chiefs, the Compliance Committee, employees and other stakeholders, including guidance that may be contradictory to current popular practices within a hospital administration. Executes ethical and legal leadership conduct in order to serve as a role model for the local health care system. Plans, organizes and understands complex analytical problem-solving methods, principles, theories and practices to health care systems and health care operations, with a degree of resourcefulness, ingenuity and inventiveness in order to identify extensive program data/interrelationships and conduct a variety of studies, investigations and assignments. Recommends and utilizes audit and monitoring systems, analyzing results, interpreting data and coordinating the preparation of accurate and reasonable formal and informal reports, program plans and proposals. Progressively responsible for agency administrative investigations policy and procedures, and other legal and regulatory authorities external to the agency in order to conduct investigations of incidents or allegations of non-compliance in matters where there is a lack of, or conflicting evidence, to substantiate what occurred. Preferred Experience: Progressively responsible analytical or administrative, or supervisory experience in the health care field. Performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Require knowledge of the substantive nature of agency programs and activities, agency missions, policies, and objectives, management principles and processes, analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectives and efficiency, missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. Occasional travel may be required. The work may be performed in an office setting which require normal safety precautions typical for offices and meeting rooms. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
