The position serves as supervisor for the Pain Management and Opioid Safety Program Office (PMOP), Office of Specialty Care Services (SCS), Department of Veterans Affairs (VA), Washington DC or virtually located. Pain is one of the most highly prevalent conditions among Veterans and is associated with a range of negative outcomes including emotional distress and functional disability.

Duties

Develops long-range program plans, goals, objectives, and milestones Identifies and develops ways to resolve programs or cope with issues which directly affect the accomplishment of principal program goals and objectives Develops administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments Studies reports containing findings and recommendations of major significance to top management. Researches and proposes new and innovative ways to resolve or improve major problems or issues within the leadership framework Evaluates proposed or continuing work against specified criteria, goals and objectives and provides advice and recommendations for improvement Represents the group consensus and conveys the section's findings and recommendations in meetings and communication with other leaders, program officials, and the public and other customers on issues related to or that have an impact on the section's objectives, work products and/or tasks Coordinates communication across all major initiatives and sub-ordinate projects Estimates and reports on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensures that all group members are aware of and participate in planning for achievement of team goals and objectives Identifies and develops project management methodology and best practices and standards for team use Develops innovative strategies and recommendations for initiating and establishing goals, timetables, and procedures for expediting projects Implements new initiatives and projects to strengthen facilitate and integrate projects into overall Department strategies and priorities Development and ongoing review of portfolios and subordinate project scopes and schedules, including project guidelines, requirements and deliverables Analytical studies, benchmarking, and transformation initiative evaluations and implementation plans involve study of similar efforts across other federal agencies and adopting best practices when possible and practical Investigates and analyzes adverse clinical operations, trends or conditions and initiates corrective action, and follows-through Coordinates with managers and technical specialists from key installation elements to develop quality program plans to resolve serious business situations Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information Oversees the daily operation of the assigned section, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates Identifies and provides for training needs and carries out Equal Employment Opportunity policies and program activities Knowledge of the principles and methods to identify, analyze, specify, design and manage functional and infrastructure requirements; including presenting alternative technologies or approaches. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Individual Occupational Requirement (IOR) IOR Education: Possess undergraduate or graduate education with major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Transcript required with application and unofficial transcripts are acceptable. OR IOR Specialized Experience: Possess qualifying IOR specialized experience, defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and local leadership to develop performance improvement techniques; applying organizational and system-wide strategies for continuous quality improvement; and experience running and supervising an administrative component of a health care system customizing in facility wide performance improvement programs, projects, and products. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR IOR Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND Specialized Experience: Posess one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Program Manager for multiple projects Guide team planning and development Represent group concensus and convey recommendations & findings to leaders, officials & the public Supervise and assign subbordinate staff work Organize work & set priorities Express information or facts to individuals and groups Analyze local and national management issues for resolution Direct, coordinate and implement progam objectives Develop performance standards You will be rated on the following Competencies for this position: Manage and Organize Information Accountability Planning & Evaluation Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
