The primary purpose of this position is to serve as aserve as a 325 Fighter Wing's IT Cybersecurity Specialist. This
position serves as a focal point for cybersecurity requirements on the base for IT under the control of the base
Communications Squadron, including IT of tenant units. Please see additional information section.
Duties
Serves as the Wing Information System Security Officer and Information Security Subject Matter Expert.
Assist in planning, organizing, and directing the activities of the 325 FW Wing Cybersecurity Office (WCO), ensuring the WCO complies with legal and regulatory requirements and meets customer needs.
Manages the Communications Squadron Unit Security Program.
Manages the installation Communications Security (COMSEC) Program for all cryptographic activities
including the Cryptographic Access Program (CAP), the Air Force Key Management Interface (KMI) and
the installation Emission Security Program.
Represents the 325th Communications Squadron with a variety of installation and functional area
organizations.

- Work may occasionally require travel away from the normal duty station.
- The employee may be required to travel on military and commercial aircraft.
- Recall to duty may be a requirement of this position.
- Overtime and/or emergency overtime may be required.
- This position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
- This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
- Must be able to obtain and maintain a Top Secret Clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Information Assurance Certification is a condition of employment. This position requires an Information Assurance Management Level II certification.
- Incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted.
- Failure to receive and/or maintain the proper IA certification may result in removal from this position.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Click here for the occupational requirements for this position.
SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-9, which includes a full range of cybersecurity principles, methods, regulations, policies, products and services sufficient to develop specifications to ensure compliance with security requirements at the WAN level and to plan and coordinate the delivery of an cybersecurity awareness training program for end users at all levels at the installation. Knowledge in a full range of cybersecurity requirements for assessment and authorization; network operations and protocols; systems testing and evaluation; and performance management methods sufficient to implement and coordinate activities designed to ensure, protect, and restore IT systems, services, and capabilities. Knowledge of the AF KMI program and related hardware and software, including knowledge of operating systems, local COMSEC Management Software, relational data base management systems, computer communications software, and Computerized Management of COMSEC Material.

EDUCATION: completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of cybersecurity principles, concepts, practices, products and services (including
systems software, database software, immediate access storage technology), and methods for evaluating risk and
vulnerability, implementing mitigating improvement, and disseminating cybersecurity tools and procedures.
2. Knowledge of cybersecurity requirements for assessment and authorization, network operations and protocols,
systems testing and evaluation, and performance management methods sufficient to plan and conduct security
accreditation reviews for installed systems or networks and assess and advice on new or revised security measures
and countermeasures based on the results of accreditation reviews.
3. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media,
equipment, equipment configuration, and related software systems, processes and procedures to assess and advise
on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive
programs/applications) and procedures and methods for protection of systems and applications.
