The primary purpose of this position is to serve as a Geographic Combatant Command Air Component lead cyberspace operations planner. Please see additional information section for full position summary.
Duties
Serves as a senior cyberspace operations planner for cyberspace operations for CONR/AFNORTH (l AF).
Development of war, contingency operations or time sensitive operation plans.
Joint Strategy, Policy and Doctrine Development and Program Support.
Performs supervisory personnel management responsibilities.

- Employee must be able to acquire and retain a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access in order to fully perform the duties and responsibilities of this position.
- This position may require both short and extended periods of temporary duty (TDY) within Continental US and worldwide. This position may require travel by all modes of military or commercial transportation, occasionally on short notice.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- This is a key position. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbent of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
- A bachelor's degree in electrical, electronics, systems engineering, computer science or similar Bachelor's of Science related field is highly desired.
- Knowledge of or experience in DOD Critical Infrastructure Program is highly desired.
- Knowledge of or experience in Department of Homeland Security Information Sharing Analysis Center is highly desired.
- Completion of Joint Cyberspace Operations Planners Course (JCOPC), Defense Support of Civil Authorities (DSCA) Phase I and II, and Federal Emergency Management Agency (FEMA) National Planners course is highly desired.
- A minimum of 3 years' experience at a major joint command operating in support of cyberspace operations is desired.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- This is a Centrally Managed position in the Cyberspace and Information Technology career field.
Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A).
SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-12 (or higher) grade level or equivalent in other pay systems. Examples of specialized experience includes mastery of, and skill in applying, interrelationships of multiple IT specialties; the agency's IT architecture; IT security concepts, standards, and methods and project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. In-depth knowledge of NORAD, USNORTHCOM, USSPACECOM and CONR-1 AF (AFNORTH and AFSPACE) policies, regulations, strategies and precedents so as to efficiently research, develop and advocate war fighting concepts and to advise other organizations and units that require full spectrum operations capabilities. Expert knowledge and ability at combining analytical, full spectrum operations and adaptive planning expertise sufficient to serve as senior planner tasked with integrating emerging full spectrum operations capabilities into command plans and theater support plans. Comprehensive knowledge of the Command's cyberspace operations mission and regulatory authorities and policy directives governing full spectrum cyber operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of, and skill in applying, advanced IT principles, concepts, methods, standards, and practices sufficient
to provide expert technical advice, guidance, and recommendations to management and other technical specialists on
critical IT issues. Knowledge of total infrastructure protection environment, IT security concepts, standards, and methods sufficient to ensure the integration of IT programs and services; and develop solutions to integration/interoperability issues.
2. Ability to conduct military/contingency and crisis action planning, applying analytical methods for critical
infrastructure protection within cyberspace to meet Command objectives and effects. Broad knowledge of and demonstrated ability to apply knowledge of DoD cyberspace operations to plan manage and coordinate cyberspace operations planning projects requiring collaboration with various internal and external components.
3. Knowledge of the DoD organizational structure as it pertains to critical infrastructure protection within cyberspace,
including the missions, functions, responsibilities, and interrelationships among CONR/AFNORTH/AFSPACE
elements, USNORTHCOM and USSPACECOM JCCs, Services other DoD elements and interagency partners. Knowledge of applying the DoD structured joint operational planning process (JOPP), review and approval process for cyberspace operations process to develop courses of actions for approval.
4. Skill in communicating complex information concerning cyberspace operations initiatives, both orally and in
writing, to provide effective briefings and reports to senior leaders. Ability to work collaboratively with other members of the cyberspace community (e.g. Army, Navy, Air Force, Marines, NSA, CCMDs and Canadian Armed Forces) to write, articulate, vet and defend military operation plans to support full spectrum cyberspace operations.
5. Knowledge of military law and doctrine, Joint policies and procedures, DOD, Services and Joint organizational
structures, national intelligence organizations, state and federal emergency organizations, other pertinent interagency
organizations such as those embedded within the Department of Homeland Security etc. Experience and knowledge of Defense Support to Civil Authorities (DSCA) for crisis and consequence operations.
6. Ability to supervise employees using knowledge of personnel management regulations and procedures required
to hire, train, and appraise employees, and skill to teach marketing techniques to employees. Ability to communicate effectively, both orally and in writing, using a high degree of tact and diplomacy, to prepare and present surveys, reports, proposals, and press releases.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
