The supervisor is Richard Robinson.
The position is in the Bargaining Unit with the National Treasury Employees Union, Chapter 208.

Qualifications
In addition to the basic requirements, to qualify for this position you must have at least one year of specialized experience at the grade 13 level in the Federal service or equivalent experience in the private or public sector. Specialized experience is detailed knowledge of the Federal Acquisition Regulation and thorough knowledge of the principles and techniques of acquisition. Must possess a FAC-C Level III certification or a DAWIA Level III certification.
SPECIALIZED EXPERIENCE is defined as experience demonstrating knowledge of the Federal Acquisition Regulations to review and coordinate contract actions sufficient to evaluate the significance of particular aspects and the ability to digest and apply to specific situations.
The ideal candidate for this position will be able to demonstrate the following:
1. Experience in the application of the laws, executive orders, Federal Acquisition Regulations, Federal Property Management Regulations, policies and procedures pertaining to Federal contracting and procurement.
(Example: Describe specific work experience, training and developmental assignments which demonstrate your knowledge of and ability to interpret and apply the laws, regulations, executive orders, and Federal and NRC procurement regulations and policies pertaining to contracting and procurement. Describe how you have applied this knowledge and for what purposes. Provide specific examples and accomplishments that demonstrate your working knowledge of contract principles and policies derived from applicable laws and regulations).
2. Experience soliciting, negotiating, awarding and administering competitive and noncompetitive acquisitions (including contracts, grants, and/or interagency agreements) for commercial and noncommercial products and services that are varied, complex and may involve a myriad of contract types (ex. cost reimbursement, Labor Hour/Time-and-Material, Fixed Price). Contracts awarded in this position typically support programs requiring research and development services, technical assistance services, professional services, administrative services, and training services.
(Example: Describe your experience soliciting, negotiating, awarding and administering competitive and noncompetitive acquisitions (including contracts, grants, and/or interagency agreements) for commercial and noncommercial products and services that are varied, complex and may involve a myriad of contract types (ex. cost reimbursement, Labor Hour/Time-and-Material, Fixed Price). Highlight what FAR-based acquisition procedures were used? What were your specific duties and responsibilities? What contract types were used? How much of your experience is pre-award-based, and how much is post-award-based? What warrant do you currently hold?
3. Demonstrated experience presenting information, ideas and advice to customers in a clear, concise and logical manner, both orally and in writing.
(Describe specific experience, education, and training which contributed to your ability to effectively communicate information, both orally and in writing. Describe the types of original writing that you have generated on the job or as part of college courses. What are the most difficult or challenging writing assignments you have completed and who were the intended audiences? 4. Demonstrated experience to establish and maintain effective work relationships with individuals at all levels, including managers and supervisors, co-workers, staff personnel of other offices, representatives of other Federal agencies, and contractor organizations.
(Example: Describe the various types and levels of individuals you interact with and for what purposes. Describe your accomplishments developing and implementing successful approaches to discuss and resolve conflicts. Provide examples of specific assignments that required you to use tact and diplomacy to achieve cooperation and develop consensus. What techniques do you use to develop effective working relationships? Provide specific examples and accomplishments).

Education
In addition to the specialized experience, applicants must meet the basic requirement of a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
