The incumbent has overall responsibility for conducting or managing a variety of major program policy studies and projects included in the Strategic Plan.
Duties
Researches and analyzes problems and issues which concern critical, sensitive or controversial policy matters. Develops research plans involving a series of interrelated studies
(CONT) and demonstrations to study and evaluate various aspects of the issues involved. Prepares and presents findings and recommendations.
Develops and designs major studies, research projects and demonstrations, including the projects statement, major steps, goals, evaluation methods, due dates and resources needed.
Uses both SSA and outside contractors and serves as the project officer when outside contractors are used.
Oversees the planning and designing of visual presentations, including charts, transparencies and electronic media, publications, and electronic media productions.
Evaluates the results of broad, complex and interrelated studies and demonstrations using state-of-the-art or newly developed research methodology. Prepares reports, memoranda and publications of findings.
Serves as the DCP representative on intercomponent task forces and workgroups, internally and externally. Assembles and directs teams or task forces for the duration of special assignments.

To qualify for Social Science Research Analyst positions, applicants must possess one of the following:
A degree in behavioral or social science or related disciplines appropriate to the position. NOTE: Transcripts are required to substantiate education; OR
A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: Transcripts are required to substantiate education; OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to the requirements listed above, applicants must qualify for the posted grade level. To qualify for the GS-14, applicants must also possess one of the following:
Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include all of the following:
researching how cognitive psychology concepts such as cognitive biases, cognitive heuristics, risk perception, reasoning, information processing or psycholinguistics can explain decision-making about employment, finances, health, or retirement.
researching how social psychology concepts such as social influence, compliance, persuasion, social judgement, or group dynamics can explain decision-making about employment, finances, health, or retirement.
researching how individuals process information or how to improve publications or other communication products to improve understanding or usability.
producing written research products for academic or general audiences.
designing survey questions to produce reliable estimates of how much participation in government income or health programs is affected by psychological factors such as social stigma, program complexity, attitudes, information processing barriers or other factors.
