About the Position: Performs final technical review of Real Estate appraisals prepared by journeyman staff and contract fee appraisers.

Duties

Review and approve/disapprove fee and easement appraisals for acquisition and disposal. Compare appraisal reports to ensure that all properties are appraised consistently. Advise appraisers of discrepancies and suggests different methods and procedures to be used in revising or making additional appraisals. Serve as Contract Administrator. Serve as a planner for military and civil works projects. Serve as a realty specialist action officer responsible for initiating and completing acquisitions, out grants, and disposals.

For the GS-11: One year of specialized experience which includes the appraisal of residential, commercial, agricultural, and/or industrial properties for acquisition, out grant, and disposal; performing contract negotiations; preparing appraisal reports; completing real estate documents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Finance, or other closely related discipline. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-12: One year of specialized experience which includes performing technical review of appraisals for various types of properties for planning and reporting purposes; contract negotiation and administration; preparing detailed Real Estate planning reports; oversight of acquisition, out grant, and disposal of Real Estate interests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsData AnalysisReal EstateTechnical Competence For the GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
