This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of the Head Start, located in Washington, District of Columbia.

Duties

The ideal candidate for this position is self-motivated with great interpersonal skills and demonstrated experience, possesses sound judgement and has excellent oral and written skills to prepare documents and communicate to a variety of stakeholders. OHS seeks candidates who have demonstrated experience in analyzing and initiating grant actions; providing on-going monitoring and technical assistance on early childhood program operations, regulations, policies and procedures; meeting critical deadlines in a fast-paced environment; and enjoy working independently as well as collaboratively with colleagues from a variety of backgrounds. In addition, candidates must be able to travel, and have proficiency in technology and Microsoft Office Suite. The purpose of this position is to provide national leadership, data drive direction, and technical guidance for the delivery of comprehensive services related to health including, behavioral, physical, oral, nutrition, and environmental health and safety as well as the area of parent, family and community engagement. The incumbent provides support to the Division Director by leading a team, creating a data vision strategy, developing appropriate guidance, training and technical assistance strategies, and plans which will promote the quality and effectiveness of Head Start and Early Head Start recipients. The incumbent works collaboratively within other Branch Chiefs in the division and with other offices and agencies to leverage and promote authoritative expert information, using data for continuous improvement and best practices.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below. Basic Requirement: You must meet one of the items listed below (A, B, or C): A. Possess a 4-year bachelor's or higher degree in behavioral or social science from an accredited college or university; or related disciplines appropriate to the position. (Must provide transcripts) B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript) C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Specialized Experience: GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Developing policies, objectives, and/or procedural changes to improve overall quality of early childhood health and/or family engagement services in early childhood programs; Evaluating and making recommendations on issues impacting the quality and effectiveness of early childhood health and/or family engagement services; Interpreting policies and procedures to provide advice and/or assistance related to early childhood health and/or family engagement services; Performing supervisory duties such as: overseeing work to be accomplished by subordinates, providing advice on work problems presented by subordinates, and evaluating work performed by subordinates. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
