Serves as a Project Manager to provide direct assistance to the Enterprise Project Management Office (EPMO). The incumbent supports the overall direction, support, & execution of critical functions for SSA's Enterprise Project Management Office (EPMO) staff. The incumbent plans, coordinates, & carries out wide-ranging analytical assignments to identify, review, evaluate, monitor, & improve the effectiveness of operations in programmatic, management and/or administrative areas affecting EPMO.
Duties
Serves as a Project Manager to provide direct assistance to the Enterprise Project Management Office (EPMO). The incumbent supports the overall direction, support, and execution of critical functions for
[CONT] SSA’s Enterprise Project Management Office (EPMO) staff. The incumbent plans, coordinates, and carries out wide-ranging analytical assignments to identify, review, evaluate, monitor, and improve the effectiveness of
[CONT]operations in programmatic, management and/or administrative areas affecting EPMO
Responsible for monitoring/controlling processes, planning, execution, and engaging customers and stakeholders to ensure commitments are met and documenting and communicating lessons learned and best practices across the Agency.
Performs detailed monitoring and control of projects, reviews status reports, and makes recommendations on project health and remedy plans.
Assists in planning of EPMO strategy and task execution, aligning EPMO directives with Agency goals, objectives, and ensuring consistency with Agency portfolio priorities. Ensures work efforts achieve desired outcomes, including business goals,
[CONT] cost, schedule, scope, quality, risk, and resources.
Establishes objectives and guidelines; shares best practices and ensures conformance to acceptable standards; facilitates the formulation of change requests, risk inventory, cost plans, schedules, problem resolution, communication plans, and
[CONT] preparation of final reports and lessons learned.
Performs detailed monitoring and control of projects, reviews status reports, and makes recommendations on project health and remedy plans.
Assists in the development and ongoing process-improvement of EPMO evaluation and monitoring strategies, methodologies, tools, success criteria, and metrics that measure project success, realized value, variance thresholds,
[CONT] , and criteria for remedy plans.
Recommends process improvements to expand EPMO services.
Facilitates project health discussions across the enterprise to include senior leadership, sponsors, business owners, and project teams.
Responsible for ensuring the EPMO provides detailed analysis on project status, health reports, change requests to executives, senior managers, advisory board, and steering committee. Assists Agency project managers with remedy planning.
Responsible for establishing rapport and routine dialogue with executives, senior managers, project management community, business owners, sponsors, and stakeholders to provide feedback on project status, health, and value.
Provides detailed status reports on project status and milestone achievement. Participates in planning and forecasting activities. This includes routine and ad hoc verbal and written reports and presentations.
Researches, implements, and/or develops tools, templates, and techniques to assist project management.

- Fingerprinting and background and/or security investigation may be required
- Job offers are contingent on fingerprinting and background / security investigation results

Qualifications
To qualify for the GS-13, the applicant must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include project management using agile (Scrum or Kanban) and waterfall methodology, knowledge of related principles, researching and interpreting data to make recommendations; development of long-range plans according to program policies and objectives; and work in an enterprise environment using industry standard methodologies and software.
To qualify for the position, the applicant must ALSO demonstrate the following TWO Selective Placement Factors (SPFs):
SPF # 1: Experience managing medium to large scale projects using agile framework(s) (e.g., Scrum and Kanban) and waterfall Project Management principles, methods, and practices.
To meet this requirement, the applicant must demonstrate five (5) out of the following six (6) experiences:
Experience managing or leading medium to large scale Agile or Waterfall projects in all phases of the project lifecycle in an organization with diverse stakeholders.
Experience in scope verification, schedule management, budget management, stakeholder management, and risk and change management.
Experience moving beyond or around project delays or roadblocks.
Experience gathering and documenting business requirements using user-stories and detailed functional requirements and creating project roadmaps.
Experience with product management and the product management lifecycle.
Experience working with agile teams and knowledge of agile terms and principles.
SPF # 2: Ability to research and develop tactical and strategic plans in accordance with broad program policies and objectives.
To meet this requirement, the applicant must demonstrate two (2) out of the following three (3) experiences:
Experience in working effectively as part of a team to complete a project/task in a timely and accurate manner.
Experience with building consensus among team members and other key stakeholders.
Experience with project planning, initiating, and executing activities.
