Duties
You will provide cost analysis support for complex defense weapon systems programs, including life cycle cost estimating, contract proposal evaluation, and Earned Value Management analysis.
You will conduct data collection, research, and analysis.
You will build quantitative models to predict the future cost of complex defense weapon systems.
You will perform analysis to help Navy leadership make informative decisions concerning cost, budget, and schedule over the life cycle of Navy programs.
You will comply with Department of Defense and Department of the Navy weapons system acquisition policies and cost analysis policies.
You will lead parts of cost analysis and program office teams.
You will assist in training entry-level analysts.
You will communicate with acquisition program office staff, technical/engineering teams, defense contractors, and external government customers.
You will convert mathematical analytical findings into well-articulated, concise written products and complete detailed documentation of analytical data and methods.
You will deliver oral and written presentations of findings, defending your analysis.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience performing work equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as: 1) Leading and developing program life cycle cost estimates; 2) Providing contract cost evaluations; 3) Providing Earned Value Management analysis; and 4) Providing cost analyses expertise to support acquisitions decisions.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
