This position serves as a Community Engagement Specialist in a Federal Aviation Administration (FAA) Service Center Region or Region, Office of Policy, International Affairs & Environment (APL), National Engagement and Regional Administration (ARA) and serves as the primary focal point for resolution and collection of noise related issues/complaints. Primary responsibilities are to support community engagement activities in the Regional Administrator’s office.

Duties

Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Tracks, monitors, and maintains records of community engagement activities relating to airport noise sensitive issues. Works with staff to ensure internal timely reporting of community engagement activities and ensures schedules are updated to reflect critical time sensitive meetings or deadlines. Responsibilities may include documenting outreach meetings and related engagement by providing minutes, capturing follow up activities, and coordinates a final approved product for proper record keeping and dissemination to lines of business. Supports the community engagement activities of the Regional Administrator’s Office and Service Center Community Engagement Officers. Develops and reviews Community Engagement documents. (i.e., briefing Papers, presentations, outreach plans, Tool Kit items, graphics, brochures, websites, letters, press statements, etc.). Provides logistical and planning support for public meetings and other engagement activities . In coordination and consultation with the Service Center and Headquarters, develops community involvement plans and individual procedure changes in airspace of the Region. Provides oversight of public noise complaints/issues at the Regional level. Reviews responses to noise complaints to ensure consistency and responsiveness. Serves as support along with contract support as a point of data collection and coordinator for FAA public noise complaints/issues at the Regional level and reports. Coordinates with AEE to ensure consistency on FAA noise complaint processes and to identify and recommend opportunities to AEE to improve agency-wide noise complaint processes. Assists the CEO to maintain and develop the public website for the Regional Administrator’s office on aircraft noise related issues. Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

Requirements

  • US Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must submit an SF50 (See Required Documents)
  • Successful completion of a security investigation will be required.

Qualifications

To qualify for this position at the FV-H, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, (FG/GS-10-11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but is not limited to: Experience performing a variety of technical administrative work including developing and documenting technical and non-technical correspondence and reports; researching technical data; reviewing and analyzing complex information; tracking and reporting in support of outreach objectives.To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-10/11/12 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but is not limited to: Experience leading or organizing aspects of community engagement, community concerns, or outreach activities or serving as a project historian that includes tracking, reporting, and project management and/or documentation. Experience in communicating information tailored to the needs and knowledge of various audiences.Qualifications must be met by the closing date of this vacancy announcement.
