Duties

As a Premier College Student Program employee, your typical work assignments may include: Establishing and maintaining office files. Receiving incoming calls and visitors. Providing callers and visitors with general information. Preparing a variety of standardized documents from rough draft and/or oral instructions. Processing and distributing mail to appropriate individuals. Developing documents using a variety of office automation applications. Performing special projects. Assisting in conducting research and compiling data. Assisting in creating and implementing improvements to work processes. Analyzing administrative problems and developing recommendations. Evaluating program efficiency and effectiveness. If you are selected, you may be engaged in virtual projects/tasks related to your position and program area. The NIH Institute will share further information on the structure and content of the virtual program with you during the interview process. Qualifications

To be eligible, you must be currently enrolled or accepted for enrollment in an institution of higher education and pursuing a baccalaureate or graduate degree on at least a part-time basis as determined by the institute of higher education (defined at 20 U.S.C. §1001) for Fall 2023 or have been accepted for Spring 2024 enrollment. These institutions include (but are not limited to): College (including 4-year colleges/universities, community college, and junior college) Professional To qualify for the GS-3 grade level: You must have completed at least 1 full year of post high school education OR have six (6) months of general work experience equivalent to a GS-2 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing the following types of tasks: performing clerical tasks related to processing paperwork, preparing correspondence, receiving visitors and telephone calls and referring them to the appropriate staff members OR a combination of education and experience mentioned above. To qualify for the GS-4 grade level: You must have completed at least 2 full years of post-high school education or completed the requirements for an associate's degree OR have one (1) year of general work experience equivalent to a GS-3 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing clerical tasks related to creating filing systems, using computer software, and organizing and maintaining manual and reference guides OR a combination of education and experience mentioned above. To qualify for the GS-5 grade level: You must have completed four (4) academic years of post-high school education leading to a bachelor's degree or equivalent degree or have completed four (4) years of education above high school OR have one (1) year of specialized experience equivalent to at least the GS-4 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing clerical tasks related to processing paperwork related to administrative duties, utilizing automated systems and software applications, inputting information into databases, assisting with providing logistical support for program staff, preparing travel documents, providing general office support to staff OR a combination of education and experience mentioned above. To qualify for the GS-6 grade level: You must demonstrate in your resume, at least 1 year of qualifying experience equivalent to a GS-5 in the Federal Government obtained in either the private or public sector. Examples of qualifying experience include: receiving visitors/phone calls, directing caller to appropriate staff; maintaining files; maintaining policies/procedures/docs for ready reference; maintaining office supplies; arranging equipment repair, and/or office moves; performing travel-related duties; utilizing automated systems and software applications, inputting information into databases, assisting with providing logistical support for program staff, etc. To qualify for the GS-7 grade level: You have completed one (1) full academic year of graduate-level education OR demonstrate eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree OR one (1) year of qualifying experience at the GS-6 in the Federal Government obtained in either the private or public sector performing administrative support functions such as HR, security, travel, training, files management, budget, supplies and inventory, property accountability, or space management; developing/implementing office procedures; maintaining employee records, performance appraisals, job descriptions, etc. OR a combination of education and experience mentioned above. Superior Academic Achievement: If you are claiming SAA you must provide evidence such as a copy of your official transcript at the time of application. To be eligible under Superior Academic Achievement at the GS-7 level you must meet one of the following requirements: a) graduating within the upper-third of the graduating class in a college, university, or major subdivision such as the College of Liberal Arts or the School of Business Administration, based on completed courses; b) obtain a GPA of 3.0 or higher out of a possible 4.0 as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; c) being elected for membership in a national scholastic honor society. To qualify for the GS-9 grade level: You have completed a master's or equivalent graduate degree or two (2) full academic years of graduate-level education leading to such a degree or an LL.B. or J.D., if related OR demonstrate eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree OR one (1) year of qualifying experience at the GS-7 in the Federal Government obtained in either the private or public sector, performing the following types of tasks: assisting in conducting research and compiling data from multiple sources; assisting in creating and implementing improvements to work processes and procedures; participating in administrative or management studies; providing support or program planning for activities such as HR, security, travel, training, files management, budget, supplies and inventory, property accountability, or space management OR a combination of education and experience mentioned above. To qualify for the GS-11 grade level: You have completed a Ph.D. or three (3) years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR ne (1) year of qualifying experience at the GS-9 in the Federal Government obtained in either the private or public sector, performing the following types of tasks: analyzing administrative problems, developing recommendations, and synthesizing the data into reports or briefings; evaluating program efficiency and effectiveness; interpreting the impact of regulations and policies on administrative programs; providing program planning for activities such as HR, security, travel, training, files management, budget, supplies and inventory, property accountability, or space management OR a combination of education and experience mentioned above. Special Provisions/or Interns with Previous Related Education or Experience: Previous education and/or experience may be evaluated to determine the highest grade level for which the individual is qualified. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You must submit a copy of your transcripts or enrollment/acceptance letter. Unofficial transcripts will be accepted in the application package. Official transcripts will be required from all selectees prior to receiving an official offer.
  • All unofficial transcripts must include the following: enrollment status showing Fall 2023 semester courses, major, and the number of credits for each course. If not currently enrolled for Fall 2023, an acceptance letter or enrollment verification in a new program for the Spring 2024 semester must be provided.
  • Additional proof of enrollment for the upcoming Spring 2024 semester will be required before a final job offer can be extended.
You must be accepted to an academic institution or enrolled for the Spring 2024 semester. If you do not have transcripts yet, please provide enrollment verification with your application (e.g., a graduating bachelor's degree student that is enrolled for a master's degree program for Spring 2024 must provide proof of enrollment).If you have been accepted to an academic institution but have not enrolled for the Spring 2024 semester, please provide a copy of an acceptance letter with your application. Conversion Into a Permanent Appointment

While conversion is not guaranteed, Premier Program Students, with U.S. citizenship, may be converted to a permanent career-conditional or career appointment within 120 days of successful completion of all program requirements.

Premier Program Students must work 640 hours prior to graduation in order to be eligible for conversion.

Non-competitive conversion may be made to either a one-grade or two-grade interval position, depending on the agency's policy. An individual participating in the Premier Program who otherwise meets the Program requirements for conversion (i.e., work hours, satisfactory performance, educational requirements, training completed, etc.) may be converted to a position that has an established career ladder.
