Duties
Participate in the development and implementation of comprehensive plans and strategies for projects, actions, and activities.
Analyze and evaluate the effectiveness of programs or operations to identify issues and make recommendations for improvement.
Provide organizational support for planning, analyzing, coordinating, and evaluating the development of priorities, resource allocations, work force management, and/or performance objectives.
Provide technical support to program staff during the development of projects or programs.
Qualifications
To be eligible for appointment, you must be a recent graduate who has completed, within the previous two years, a qualifying bachelors, masters, professional, or doctorate from a qualifying, accredited educational institution. Veterans unable to apply within two years of receiving their degree due to military service obligation may have as much as six years after degree completion to apply. Veterans are granted exclusion for their time served. Therefore, if a Veteran graduates and then serves on active duty for four years, his/her service time is subtracted for the purposes of the two-year calculation.
AND
In order to qualify for the GS-05, you must meet one of the following qualification requirements:
A. have completed a bachelor's degree or have completed four (4) years of education above high school; OR
B. have one-year of specialized experience equivalent to at least the GS-05 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing clerical tasks related to processing paperwork related to administrative duties, utilizing automated systems and software applications, inputting information into databases, assisting with providing logistical support for program staff, preparing travel documents, providing general office support to staff OR
C. have a combination of post high school education that is related to the position and experience that meets 100% of the qualification requirements for this position.
In order to qualify for the GS-07, you must meet one of the following qualification requirements:
A. have completed one full year of graduate level education that is related to the position; OR
B. meet one of the requirements for superior academic achievement based on a) graduating within the upper third of the graduating class in a college, university, or major subdivision such as the College of Liberal Arts or the School of Business Administration, based on completed courses; b) having a grade point average of 3.0 or higher out of a possible 4.0 as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or c) being elected for membership in a national scholastic honor society; OR
C. have one-year of specialized experience equivalent to at least the GS-05 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing support for program planning and analysis activities; using tracking and reporting systems; gathering and compiling data; using a computer to research information and prepare documents; and assisting in reviewing information and analysis of findings; OR
D. have a combination of post baccalaureate education that is related to the position and experience that meets 100% of the qualification requirements for this position.
In order to qualify for the GS-09, you must meet one of the following qualification requirements:
A. have completed a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or a LL.B. or J.D.,if related OR
B. have one-year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting in the development and implementation of program practices and procedures; participating in administrative or management studies, such as analyzing data, developing formats to report the results of studies; and providing support for program planning and analysis activities utilizing integrated reporting systems OR
C. a combination of education and specialized experience that meets the qualification requirements for this position
In order to qualify for the GS-11, you must meet one of the following qualification requirements:
A. have completed three (3) full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related. OR
B. have one-year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing administrative problems, developing recommendations, and synthesizing the data into reports or briefings; evaluating program efficiency and effectiveness; interpreting the impact of regulations and policies on administrative programs; providing program planning for activities such as HR, security, travel, training, files management, budget, supplies and inventory, property accountability, or space management. OR
C. a combination of education and specialized experience that meets the qualification requirements for this position
