About the Position: Incumbent serves as the principal staff advisor to the Task Force Virgin Islands Puerto Rico (TF VIPR) Commander, Corporate Board, and staff principles on matters relating to civilian workforce management and staff analysis. Advises or guides managers in making the most effective workforce management program decisions that support the values and behaviors of the USACE Strategic Vision.
Duties
Advises task force personnel on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions.
Participates in internal reviews and supports task force Administrative Officer and Chief of Staff in tracking and refinement of Integrated Manning Document (IMD).
Serves as liaison between management and the servicing personnel office and coordinates all aspects of the activities personnel actions with the servicing Civilian Personnel Advisory Center (CPAC).
Advises the Commander and staff on the Defense Performance Management and Appraisal Program (DPMAP) program and various award programs.
Serves as a staff advisor to the Commander and management officials on the recruitment and selection process.

Specialized Experience: One year of specialized experience which includes 1) Serving as the principal staff advisor to staff principles on matters relating to civilian workforce management and staff analysis. 2) Advising managers in making the most effective workforce management program decisions that support the values and behaviors of the Strategic Vision. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Human Resources, or Public Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
