This position is located in the Engineering Service within the VA Boston Health Care System in Brockton, MA. The Program Analyst monitors and analyzes the development, implementation, execution, and effectiveness and efficiency of the Engineering Service operations, plans and sustainment strategies.

The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position, you must have served 52 weeks at the GS-7. For a GS-7 position, you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: To qualify for this position at the GS-9 level, you must meet at least one of the following requirements: SPECIALIZED EXPERIENCE: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-7) in Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the Program Analyst position, and that is typically in or related to the work of the position to be filled. Specialized experience is demonstrated work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative support activities; applying budget and finance principles, practices and methods; maintaining proper financial balances and distributing resources to all activities within planned limitations; monitoring and tracking obligations and expenditures throughout the budget execution phase; evaluating the utilization and management of human resources, material and financial resources; researching and assembling data; and advising on management and fiscal problems. NOTE: Your experience must be fully documented on your resume in order to receive credit. ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of a master's degree or equivalent degree or two full years of progressively higher-level graduate education leading to such a degree in a related field of study that demonstrates the ability to perform the duties of the position. Specialized experience is demonstrated work experience providing advice and counseling on a range of administrative and operational management support issues; maintaining proper financial balances and distributing resources to all activities within planned limitations and monitoring and tracking of obligations and expenditures throughout the budget execution phase. NOTE: Your experience must be fully documented on your resume in order to receive credit. ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE #1: Superior Academic Achievement at the GS-7 level: (SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: Rank in the upper one-third of your class in the college, university or major subdivision. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.
