This position is located in the Engineering Service within the VA Boston Health Care System in Brockton, MA. The Program Analyst monitors and analyzes the development, implementation, execution, and effectiveness and efficiency of the Engineering Service operations, plans and sustainment strategies.
Duties

The major duties include but are not limited to:
Plans and conducts analyses of organizational elements and works to identify problems and approves resource utilization, administrative support and management effectiveness;
Interprets findings, develops recommendations to improve organization efficiency and solves problems;
Reviews program data, workload reports and staffing requests to ensure that organization positions are properly funded and that acceptable grade and staffing levels are maintained;
Guides the preparation, revision and monitoring of organization budget estimates, funding provided and execution of budget management;
Maintains proper financial balances and distributes resources to all activities with planned limitations;
Directs the monitoring and tracking of obligations and expenditures throughout the budget execution phase;
Compiles, consolidates and analyzed administrative support requirements into a unified financial plan in consideration of needs and cost trends of payroll, travel, supplies, training and related human resources and materials used to support technical programs;
Directs, advises and trains employees engaged in providing administrative support and office services for the organizations' activities involving supply and property management, mail and file services, travel, records and reports, equipment maintenance, vehicle management and related services;
Interprets and applies contract and procurement regulations;
Directs others regarding the preparation of requisitions and purchase orders and ensures adherence to policies and regulations; and
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 7:00am to 3:30pm

Qualifications
To qualify for this position at the GS-9 level, you must meet at least one of the following requirements:
SPECIALIZED EXPERIENCE: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-7) in Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the Program Analyst position, and that is typically in or related to the work of the position to be filled. Specialized experience is demonstrated work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative support activities; applying budget and finance principles, practices and methods; maintaining proper financial balances and distributing resources to all activities within planned limitations; monitoring and tracking obligations and expenditures throughout the budget execution phase; evaluating the utilization and management of human resources, material and financial resources; researching and assembling data; and advising on management and fiscal problems.NOTE: Your experience must be fully documented on your resume in order to receive credit. ~OR~
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of a master's degree or equivalent degree or two full years of progressively higher-level graduate education leading to such a degree in a related field of study that demonstrates the ability to perform the duties of the position. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. NOTE: The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
