This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.
Duties
As a Program Specialist, you will:
Provide a national analysis of trends, issues and grantee success rates.
Review monitoring exhibits and letters drafted by staff prior to dissemination to the grantee.
Lead a team of specialists that regularly reviews and analyzes grantee performance at the national level in order to ensure that the program is meeting its statutory goals and intentions.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience is one year of experience at the GS-13 level, or equivalent that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. This experience must include:
Leads in the development and or modification of regulations, notices, policy guidance materials, operating instructions and procedures for grantees and field offices. AND
Responsible for reviewing program performance and addressing areas of noncompliance, through a variety of means including technical assistance. AND
Leads a staff of Specialists responsible for providing advice and guidance to field offices and grantees concerning the statutory, regulatory and policy requirements of the program.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
