Duties

Coordinates directly with Headquarters, DLA Public Affairs and all field activities within DLA Distribution in order to synchronize communication themes, messages, and venues for effective dissemination. Provides public affairs and communications guidance and support to DLA Distribution Headquarters and field activities. Directly advises DLA Distribution Commander and/or Deputy Commander regarding matters that should be made public and plans, organizes, and directs comprehensive communications approaches to assist in support of: see next block major DLA missions, projects, programs, and strategies through subordinate Communications Program Managers. Conducts personnel management and evaluation, assigning workload, managing workload, mentoring, and providing knowledge transfer to subordinates performing analysis of workload distribution within their sections to ensure balanced workload. Oversees and develops various informational materials and directs the writing and editing of publications. Researches and prepares speeches for the Commander and other management representatives. Serves as first level supervisor, directing staff in preparing and publishing newspapers, newsletters, and other publications and providing technical and administrative guidance.

Qualifications

To qualify for a Supervisory Public Affairs Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Directing all Public Affairs requirements including written and verbal communication to the workforce, local community officials, and federal officials. Developing and preparing newsletters and similar regular and reoccurring communication to the workforce on a variety of topics as needed. Responding to media inquiries appropriately, efficiently, and effectively. Providing Public Affairs support and guidance to management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
