Duties

Serves as program manager for the Defense Logistics Agency (DLA) Distribution's media program, responsible for developing, implementing and execution of the international media outreach campaign. Responsible for current and long-range communication campaign planning using visual media to include video, social media, audio, and other electronic tools. Develops and maintains effective working relationships with Media contacts at local, regional, and national outlets. Analyzes the effectiveness of media relations, social media resources, communication plans and makes recommendations to improve the public affairs program. Monitors content on DLA Facebook and/or other social-media presences for DLA Distribution. Analyzing the information needs of various segments of the organization's publics and determining the most effective approaches to employ in reaching the specialized publics. Serves as the primary liaison for DLA Distribution social media information on the Web and ensures that content meets the Department of Defense and DLA regulations and policy and maintains operational security.

Qualifications

To qualify for a Public Affairs Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing information for dissemination through electronic media, and social networking sites, to include Facebook, Twitter, Flickr, You Tube and blogs, using the most effective medium for command messages. Determines appropriate methods in conducting media affair programs involving public information, internal information, and community relations activities for internal and external audiences. Designs communication plans that integrate various types of media and methodologies using the most appropriate cost-effective means to attain communication. B. Education Substitution: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
