Duties
The primary purpose of this position is to provide administrative management support toward continual improvement of business operations within the Surgical Service. The incumbent exercises autonomy in performing a full range of administrative management activities and responsibilities, including human resources, budget oversight, staff mapping, program planning and evaluation, and performance improvement of the overall administrative support functions of the Surgical Service. The incumbent coordinates long- and short-term projects affecting the service, many of which require review of, and recommendations for budgetary, supply, personnel, space, and equipment requirements. In the absence of the Chief and/or managers, represents the service on various committees and select meetings.
Major Duties
Coordinates the personnel management program, performing or overseeing the full range of human resources requirements.
Reviews, interprets, and evaluates incoming requests for adjustments in staffing levels.
Plans, organizes, and directs administrative workgroups to review/study data to evaluate staff, workload, demand, and data provided by other sources.
Provides the overall administrative management of the Surgical Service.
Completes necessary documentation and ensures programmatic compliance with all standards, policies, directives, mandates, and regulations.
Provides for budgeting and financial management.
Directs budget execution after approval.
Provides primary, technical, and administrative supervision for one Program Assistant and one Management Assistant.
Selects candidates for promotions, vacancies, details, and reassignments.
Identify potential/actual problem areas and implement solutions to enhance workload distribution/timeliness, prevent/correct poor work situations, and prevent potential problems.
Manages procurement and contracting for the service.
Utilizes systems to track, measure and assist in ensuring accountability for performance measures, including accessing and analyzing data.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-9 Level Experience: You must possess One year of experience equivalent to at least the GS-7 level. One year of specialized experience such as: Knowledge and skill in applying analytical and evaluative methods and techniques to detect, deliberate and resolve issues or problems with practices or policies; Ability to plan, organize, and direct team study work to review data and evaluate administrative processes; Skill sufficient to prepare and deliver briefings to service managers on study findings and recommendations; Knowledge of budget and fiscal management considerations in order to make budget projections and make recommendations regarding financial requirement considerations; Knowledge and skill in the use of computer software equivalent to Microsoft Office; Knowledge of electronic medical records programs; Skill sufficient to access a variety of data from various sources and programs.

Physical Demands:
The work is primarily sedentary, although some slight physical effort may be required. This work may also include walking distances between buildings, carrying/ lifting small and/or lightweight office type equipment (e.g. telephones, audiovisual equipment, conference call equipment, etc.)
Work Environment:
The work is typically performed in an adequately lighted and climate controlled office. The office is shared and located in an area available to walk in customers. May require infrequent travel for conferences, training off station, etc.
