Duties

Serves as a Procurement Analyst for the Special Programs Branch (BPCB) within Procurement Process Support. Evaluates procurement processes to identify areas for system or process improvements. Oversee key procurement programs and monitor for compliance. Identify functional process deficiencies and develop proposals for new or revised process structures to improve performance effectiveness. Analyze complex data regarding past, present, and projected procurement process activity. Support the Procurement Process Owner and other senior level management on all procurement-related issues, plans, reports, and metrics, including conducting briefings. Recommend process improvements based on analyses and/or trends. Prepare correspondence, briefing materials and Standard Operating Procedures (SOPs). Assist the Senior Leadership in defining performance targets and developing action and get-well plans to achieve/exceed expected performance. Study current and proposed policies and assess impact on contracting processes, procedures, systems, and data, as well as on customer and supplier operations. Attend briefings and planning conferences to discuss matters of DoD-wide or DLA-wide significance and participate in planning for anticipated, planned, or approved changes in contracting missions, objectives, concepts, and regulatory guidance.

Qualifications

To qualify for a Procurement Analyst, your resume and supporting documentation must support: Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience with Defense contracting laws, regulations, and policies, including techniques of contracting operations, and detailed procedures of DLA and DoD contracting requirements to analyze and evaluate application of policies, procedures, and techniques. Experience with a very broad range of contracting methods, concepts, governing regulations, principles, practices, policies, laws, precedents, and guidelines governing the procurement process, such as the Federal Acquisition Regulation (FAR). Experience with process interrelationships, process performance critical data, and performance metrics, which pertain to the Procurement process, is used to independently analyze the effectiveness of the procurement process in meeting its performance targets and to recommend process improvements. Experience with process capability and evaluation studies is required to analyze trends and develop recommendations to improve the overall success of the process. Substantive experience in written communications to prepare correspondence and briefing materials, document research findings, conduct research studies report findings and make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
