Duties

Develops procedures and standards and reviews and interprets program policy. Serves as principal staff specialist or advisor to the Renewable Energy Branch Chief on wildlife biology program issues. Provides advice and guidance on issues of current research in the field and its application to bureau habitat management, automation of wildlife management programs, and policy determination and interpretation. Coordinates with local government agencies, other State agencies, federal agencies, tribal councils, other BLM offices, and interest groups. Washington Office program lead contacts in regard to conserving, developing, and managing public rangelands in preparation of the necessary NEPA analysis (Environmental Assessment or Environmental Impact Statement), and FLPMA documents. Coordinating with appropriate federal, state, and tribal offices to obtain sensitive species information, habitat delineations, and survey information. Develops responses to Congress and other requests for information about the wildlife biology regarding Renewable Energy projects. Provides training and orientation on new program initiatives to the State, District and Field office employees. Provides technical guidance and assistance to the Districts and Field offices on planning documents, use authorizations, feasibility studies and other activities within the wildlife biology program regarding Renewable Energy projects. Coordinates with stakeholders, non-government organizations Consolidates Field and District office related budget submissions including the program year budget plans, preliminary annual work plan and supplemental project plans to form the budget for the State’s wildlife program.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: BASIC REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's, or higher degree, in the major field of study in biology, or a related biological science, that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 9 semester hours in botany or the related plant sciences, AND at least 12 semester hours in subjects related to zoology, such as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.) -AND- SPECIALIZED EXPERIENCE: I have one (1) year of professional wildlife biologist experience equivalent to GS-11 in the Federal service. Work is moderately difficult and requires considerable additional professional training. Specialized experience is further defined as prepare wildlife portions of environmental assessments; analyze surface use proposals on Threatened & Endangered Species; plan & conduct wildlife field inventories & monitoring studies; interpret data & prepare wildlife management plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The physical demands of this position meet the description of the physical demands described by the standard at the 8-1 level. Most of the work of the position is performed in an office however, there is also some field duty involved the performance this work. Working Conditions: At this level of the factor, the standard indicates that work is usually performed in an office setting. The work area: normally involves everyday risks or discomforts that require normal safety precautions typical of offices or meeting and training rooms; or may involve occasional exposure to a laboratory that involves risks and hazards that require safety precautions.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
