Duties

WHAT IS THE WAGE & INVESTMENTDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Wage and Investment Service Centers Fresno Accounts Management The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. - Monitors, reviews and validates IMF and BMF processing and data management work in progress on IBM and Unisys mainframes in order to detect unusual production delays, problems caused by unforeseen contentions, the need to adjust operational processing priorities; movement of small jobs past large jobs awaiting completion of other processing prior to daily transfer to EFPPS Electronic Federal Payment Posting System; and works with operations personnel on detected problems and assists in resolution of common and/or unusual operating problems or failures, interfacing with IBM scheduling and computer systems analysts as necessary. - Creates and/or maintains a variety of records and logs; establishes and maintains application documentation files; prepares a variety of regular and one-time reports on production trends and status of production processing; and discusses problem situations with application developers and supervisor, when necessary, to determine needed action as appropriate to preclude reoccurrence. - Maintains controls to ensure the proper treatment of financial transactions; applies judgment to interpret and evaluate general guidelines and references for local application to specific problems. - Modifies procedures, operating instructions and working guides for assigned activities, when needed; and adapts and modifies existing system to meet changing requirements or comply with legislation. - Performs research to determine cause of problems/errors including system requirements, hardware and software requirements and processes, and the nature of the processing system.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-8 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service: Specialized experience that includes experience applying the methods, precedents, and guidelines related to individual and/or business accounts to determine the appropriate amount of tax, penalties, interest, or payments. Experience applying methods, precedents, and guidelines related to Accounts Management programs. Communicating specialized information with internal and external customers verbally or in writing to clarify and resolve their account or tax issues and to fully advise the taxpayer of options available for meeting tax obligations. Experience working and/or dealing with individuals including, third party representatives, where individuals are evasive, irate, and unwilling to accept the Service's or Employers position as to the determination of their account. Experience using interviewing techniques (e.g., disclosure requirements) to obtain and exchange information regarding reported or under-reported items. Experience using on-line systems, investigative techniques and procedures to research materials to make determinations. Experience in written communication in order to prepare and present reports, draft proposals, conduct presentations, coordinate work processes and provide constructive feedback. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
