Duties

This Transportation Security Specialist (Executive Advisor) position is located Enrollment Services and Vetting Programs (ESVP), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Development and Research. The incumbent serves as the Executive Advisor to the Assistant Administrator (AA) and Deputy Assistant Administrator (DAA) coordinating, managing, and leading highly complex security programs, and strategic initiatives that cross multiple Transportation Security Administration (TSA) offices, Department of Homeland Security (DHS) components and other Federal agencies. Serves as a subject matter expert in Transportation Security law, regulation, policy, and operations, advising the AA and DAA on all efforts/activities related to implementation of processes and capabilities in support of the TSA (ESVP) mission of enrolling, vetting, and credentialing individuals within the transportation worker and passenger populations. Applies technical and expert knowledge on enrollment, vetting, and credentialing policies to manage and execute short and long-term TSA mission essential goals that support the AA/DAA in prioritizing critical projects/programs and objectives. Collaborates across TSA offices to strategize, plan, develop and deploy security initiatives and capabilities to reduce enrollment, vetting, and credentialing security risks and vulnerabilities and achieve Administrator's Intent objectives. Collaborates with internal and external stakeholders on future enrollment, vetting, and credentialing capabilities and innovations and//or new program developments. Serves as the delegated authority to manage, lead and carry out high level special projects, policy studies, initiatives, and reports on enrollment, vetting, and credentialing capabilities. Projects include, REAL ID, TSA PreCheck, Registered Traveler, Known Crew Member, and other efforts related to transportation security and vetted populations. Analyzes metrics/data and interprets policies, procedures to effectively develop alternatives for consideration of the AA/DAA that address complex enrollment, vetting and credentialing program issues using expert technical knowledge and experience. Provides advice on all transportation security, enrollment, vetting, and credentialing liaison activities with multiple federal agency's offices. On behalf of the AA/DAA, facilitates effective communications between senior stakeholders, management, and other senior level staff, both internal and external to TSA. Represents the office and agency in fostering effective relationships with governmental and non-governmental partners to promote the agency's mission. Exercises authority in interacting with officials of other units/organizations and in advising management officials on enrollment, vetting, and credentialing program operational issues. Researches and writes detailed, politically sensitive, and complex documents and reports, necessary to brief the AA/DAA on the content, and obtain approval. Serves as an expert advisor on determining the applicability and effect of new or proposed legislation, executive orders, agency directives, and other decisions on enrollment, vetting, and credentialing organizational operations, managerial programs and requirements. Attends meetings, conferences, and high-level briefings on behalf of the AA/DAA and briefs senior leadership regarding significant results and developments. Develops briefings to convey intended vision or policies to internal and external audiences. Contacts are internal and external. Often represents TSA as the primary technical authority to provide advice and guidance on administrative matters.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized Experience defined as: Experience applying analytical and evaluative methods and techniques to assess programs/projects and improve organizational effectiveness and efficiency; and) Understanding of transportation security to apply broad policies, processes, and concepts in order to collaborate with stakeholders and communicate information to senior leadership; and) Experience planning, directing, and carrying out long-range and highly complex policy studies, projects, or program analyses sufficient to direct and coordinate the efforts of other professionals in multidisciplinary studies of extraordinary importance for an agency; including overseeing and integrating planning efforts to accomplish various phases of project requirements concurrently or sequentially. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
