This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office for Victims of Crime (OVC). This position serves as deputy to the Division Director for Operations, Budget and Performance Management and shares with the Division Director responsibility for overseeing the work of the Division.
Duties
As a Supervisory Program Manager you will be responsible for the following duties:
Supervises employees performing work at the GS-14 level and below. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised.
Plans and manages complex and extensive business management programs of critical importance to OJP/OVC.
Conducts organizational planning studies designed to improve management systems and solve problems involving mission-critical policies, organization, workload, resources, procedures and methods.
Develops, prepares, analyzes and validates near- and long-term budget planning estimates in support of objectives and related work. Serves as an expert on budgetary and financial management issues and activities.
Provides oversight of the staff that coordinates various phases of budget development and monitors budget expenditures and reports to the Associate Director as to the state of the budget expenditure.

Qualifications
Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:
Developed and coordinated policies and procedures covering internal operations for a major agency component.
Planned and managed complex and extensive business management programs of critical importance to an agency.
Served as the primary technical advisor to the Director and senior management staff on operational, budget and/or performance management issues, policies and procedures.
Served as a subject matter expert on the Federal Budget process including budget formulation and budget execution.
