Position is established in the Office of Performance Analysis and Integrity, Veterans Benefits Administration Central Office in Washington, DC. This is a unique high-performing office with a position available for a problem solver to support Human Resources and other administrative taskings such as employee onboarding; managing timekeeping; training; and performing ad hoc reporting. The high-performing self-starter incumbent will improve skills on the way to taking on greater responsibilities.
Duties
Major Duties include:
Manage office recruitments and associated activities as office subject matter expert.
Work with HR Specialists to advise office leadership on HR policies and practices including but not limited to performance, discipline, promotion, and incentives.
Manage employee onboarding and offboarding activities
Perform time & attendance activities
Work Schedule: Full time, Monday through Friday
Compressed/Flexible: Available
Telework: Available per agency and program policies.
Virtual: This is not a virtual position.
NOTE: This is not a remote position. This position will be located at a duty station in Washington, DC. The selectee must physically report to the local regional office in one of these locations as the official duty station on a routine basis. Telework for this position is available per agency and program policy.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 10/25/2023
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-09 position you must have served 52 weeks at the GS-07 level.
For a GS-11 position you must have served 52 weeks at the GS-09 level
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. General Adjustment and Award SF-50's CANNOT be used for time-in-grade verification.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-09 Level:
Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience would typically include performing HR duties described in the major duties section as a collateral or secondary duty.
Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Master's (or equivalent graduate degree such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements) OR 2 academic years of progressively higher level graduate education, Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. GS-11 Grade Level:
Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems performing the HR duties described in the major duties section as primary duties. Applicant will be the office HR subject matter expert.
Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcripts (official or unofficial) must be submitted when using any part of education to qualify.Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Physical Demands: The work requires no special physical demands. It may involve some walking, standing, bending, or carrying of light items.
Work Environment: The work is performed in an office or similar setting requiring normal safety precautions against everyday risks or discomforts.
