This position is located within the Department of Defense/VA Joint Venture Hospital on Joint Base Elmendorf-Richardson. Position serves as Program Specialist and Administrative Officer for the Joint Venture Service (JVS) in the Alaska VA Healthcare System and is responsible for a wide variety of projects and management tasks across all functions of the service. The JVS Program Specialist and Administrative Officer is directly accountable to the Associate Chief Nurse of the Joint Venture Service.
Duties
The Joint Venture Service (JVS) Program Specialist and Administrative Officer has the responsibility and authority for the review, approval, authorization, care management, and fiscal management of the community care program as it relates to VA/Department of Defense (DoD) integrated services throughout the State of Alaska.
Works in close concert with the Joint Venture Service Chief, Joint Venture Program Manager to oversee and guide effective and efficient operations of the JVS.
Assess programs and product lines for areas of integration/consolidation to improve resource utilization and performance measures.
Develops, authors, and publishes policies and plans for the JVS by working with the Alaska VA Healthcare System (AVAHS) Policy Manager and 673d Medical Group (673 MDG) Commander's Support Staff to ensure Joint Venture-specific policies and standard operating procedures exist and alight with VA, AVAHS, DoD and 673 MDG directives, instructions, publications, etc.
Responsible for identifying risks, network adequacy activities, and customer service functions related to DoD and Federal Partners' network. Develops solutions to gaps in DoD and Federal Partners' network capability for primary, specialty, and ancillary services in Alaska.
Serves as the Program Specialist and Administrative Officer Representing the AVAHS to the 673 MDG charged with establishing and maintaining relationships with all specialty clinics, surgical clinics, ancillary departments, and impatient units within the 673 MDG.
Serves as the JVS primary Program Specialist for modernization efforts and ensuring continuous operations between legacy systems to combine into the new electronic health record (EHR).
Applies expert project management expertise, methodologies and tools to plan, manage and evaluate modernization projects and other initiatives.
Requires knowledge of agency (VA, VHA, DoD, Defense Health Agency (DHA), Air Force, Army, Navy, Coast Guard, and Tribal) program goals and objectives, the sequence and timing of key program events and milestones, and the methods of evaluating the value of program accomplishments.
Ability to present expert analyses and recommendations both orally and in writing to AVAHS Senior Staff, 673 MDG Executive Staff, for presentation to higher headquarters staff, VISN staff and Congressional Delegations.
Supervisory responsibilities throughout the JVS. Including administrative personnel, allied health personnel and clinical personnel.
Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Performs and manages Human Resources duties essential to JVS operation including, but not limited to writing, reviewing, and modifying, Functional Statements, Position Descriptions, and Job Descriptions for accuracy, currency and streamlining operations to meet current and changing organizational requirements.
Other administrative and personnel support varying in scope and encompassing a variety of program activities. Such as responding to inquiries, various correspondence, recommending solutions, interpreting various financial documents and reports, etc.
The position may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime in mission essential situations. Work may occasionally require travel away from the normal duty station.
An extensive background in healthcare administration is highly desirable, preferably in the federal sector with both DoD and VA experience. Active participation in local, state and/or national profession and specialty organizations is essential to be successful in the position.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday 7:30AM to 4:00PM (AKST)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees & held a GS grade any time in the past 52 weeks. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position, served 52 weeks at the GS-9. The grade may be in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility, it must be submitted with application. If the most recent SF-50 has an effective date within the past year, it you must clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Requirements: All applicants, regardless of grade level must meet minimum education requirements. Education must be accredited. Applicants must meet one of the following requirements:
Progressively responsible analytical/administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory/directional authority over such facilities. Work must have involved a close working relationship with facility managers & analysis and/or coordination of administrative, clinical, or other service activities, & provided knowledge of the following: missions, organizations, programs, & requirements of health care delivery systems; regulations & standards of regulatory & credentialing groups; & government-wide, agency, & facility systems & requirements in administrative areas such as budget, personnel, & procurement. OR,
A bachelor's or graduate/higher level degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. TRANSCRIPTS REQUIRED. OR,
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Training must have been conducted in an operating health care system & include: Assignments providing a knowledge of basic health system administration philosophies, practices, & procedures, & basic government administrative policies & requirements; Practical assignments providing an opportunity to apply health system administration skills & principles (work assignments must be progressive & characteristic of the grade level to which assigned); & Oversight by an experienced health system administrator with periodic evaluation of progress & appropriate adjustment of the training.

Specialized Experience GS 9: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Progressive Leadership Roles to included Supervisory Experience; Management of multiple personnel & programs across a broad spectrum of Health Systems; DoD/VA Inter-agency Joint Venture Experience, DoD/Defense Health Agency (DHA)/Air Force Medical Service (AFMS) Experience, VA Experience. While performing at the GS-09 level, it is expected that the incumbent will perform the major functions of the position at the full performance level but with significant oversight. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field closely related to the duties of the position. OR,
Combination: Applicants may also combine education & experience to qualify at this level. The combination of specialized experience & education must be beyond the GS-7 grade level but less than one year, & have more than one year, but less than two years of graduate education. The total is at least 100% of the requirements for the GS-9 grade level.

Experience refers to paid & unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Subject to periods of standing, walking, stooping, sitting, bending, pulling, and pushing. Subject to prolonged looking at screens, sitting, & use of computers. Requires visual acuity, keen hearing, clear distinctive speech, & manual dexterity. Lifts/moves objects weighing up to 15 lbs. unassisted. The mental/sensory requirements include but are not limited to: recall, reasoning, problem-solving, hearing, speaking clearly, writing, keyboarding, reading, & logical & critical thinking skills. The pace of the environment is generally very fast paced requiring the handling of multiple priorities, frequent, sometimes intense customer interactions & the ability to adapt to frequent changes. Must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on JVS needs. Must complete annual Employee Health requirements as a condition of employment. May be required to drive and/or ride in GSA-vehicles. Willing to work cooperatively as a member of a team in all assignments.
