This announcement will be used to fill Registered Nurse (Clinical Nurse Educator) Nurse Manager, Full-Time position. The RN CNE Nurse Manager provides leadership in maintaining standards of nursing in accordance with System and Nursing Service Policies, guidelines of the Department of Veteran Affairs, accrediting organizations and national nursing organizations.
Duties
The RN CNE Nurse Manager provides leadership in maintaining standards of nursing in accordance with System and Nursing Service Policies, guidelines of the Department of Veteran Affairs, accrediting organizations and national nursing organizations. He/she is responsible for the oversight of the inpatient and outpatient Clinical Nurse Educator's and Program Coordinator's clinical practice and their collaborative efforts with the CNs, ACNs, nurse managers, and/or program managers for the coordination, management, and provision of nursing staff development and education, and the creation, evaluation, and dissemination of nursing research and best practices.
The incumbent is responsible for the oversight of training programs to meet regulatory requirements and to support nursing standards and competency in the provision of patient care for nurses within and outside Nursing Service. In addition, he/she will work collaboratively with other services to support system-wide education initiatives and competency requirements.
Collaborates with the Chief Nurse Education and other Chief Nurses or Assistant Chief Nurses across the health care system, as well as Service Chiefs to develop goals and objectives that support the strategic plan, meet the needs of veteran patients, satisfy staff, and result in positive clinical and administrative outcomes.
Manages resources in the all programs that fall under the umbrella of Nursing Education: Nursing Service Orientation, AHA Basic Life Support Program, Affiliations Program, Scholarship Program, Evidence-Based Nursing Practice, Safe Patient Handling, and Nurse Residency Programs. Aggregates data and participates in the budget process to plan for current, emerging and future resource requirements (financial, human, material and/or informational) based on systems that produce high quality outcomes.
Responsible for ongoing improvement in Nursing Education using the National League of Nursing competencies to expand care and promote transformational care in all patient care areas. This involves group collaboration with nursing staff, Clinical Nurse Educators, Clinical Nurse Leaders, Infection Control, Program Managers/Coordinators, Nursing Operations, Nursing Informatics, Medical Media, Logistics, Reproduction, ACOS Education, Designated Learning Officer, Library, Accreditation, Patient Safety, Shared Governance Councils, and Office of the ADPCS.
Builds competencies utilizing the Donna Wright Competency Model for administrative and clinical personnel located with NFSG VHS to include Clinical Nurse Educators, Program Directors, Program Coordinators, etc.
Represents the Chief Nurse Education on service and system committees/task forces for administrative and clinical issues.
Manages nursing personnel and educational programs under the Nursing Education umbrella.
Promotes a culture of safety, collaboration, cooperation, and understanding across the facility while serving as an advisor/consultant to services/departments on policies and issues related to nursing education programs.
Knowledgeable of all programs under the Nursing Education umbrella. The incumbent is an expert nurse, who can function as an administrator, educator, and consultant when necessary.
Responsible for providing clinical and administrative recommendations to senior leadership relative to nursing education and evidence-based practice. The incumbent plans, designs, integrates, implements, and modifies nursing education activities for both service level and facility wide performance.
Contributes to departmental and/or facility policy development, planning, and evaluation that affect the delivery and quality of care provided.
Collaborates with Nursing Education staff to promote quality and facilitate consistency in performance improvement efforts.
Serves as a resource for clinical and ethical issues.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) [formerly known as the National League for Nursing Accrediting Commission (NLNAC)] or The Commission Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
· Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
Knowledgeable of all programs under the Nursing Education umbrella. The incumbent is an expert nurse, who can function as an administrator, educator, and consultant when necessary.
Master's Degree in Nursing Education or equivalent strongly preferred.
Five or more years current demonstrated clinical competence as a RN in inpatient or outpatient setting.
Three to five years of recent progressive clinical leadership responsibilities required to include direct supervision of professional personnel.
Three or more years demonstrated clinical teaching experience in an inpatient or outpatient environment or instructional expertise in academic setting preferred.
Competent to lead interdisciplinary teams in the assessment, planning, implementation, coordination, and evaluation of facility-wide quality management activities using data-driven, evidence-based approaches to improve outcomes, processes, and compliance with applicable policies, standards, and regulatory requirements.
Demonstrated success with employee engagement and retention.
Certification in nursing education or area of specialty preferred (CNE).
Knowledge of evidence-based teaching practices and performance improvement required.
Knowledge of simulation design and technology to include evaluation and debriefing.
Demonstrated skill in the development of competencies and verification of tools for assessing clinical practice.
Excellent presentation skills and ability to develop curriculum and lesson plans required.
Excellent interpersonal and communication skills (verbal and written).
Documentation of successful program planning, development and/or strategic planning, and implementation.
Demonstrated creativity, flexibility and ability to work in a fast-paced environment.
Current BLS certification by the American Heart Association required.
Grade Determinations:
Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelor's degree in a related field and approximately 2-3 years' experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years' experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years' experience or Doctoral degree in nursing or related field and approximately 2-3 years' experience.

Physical Requirements:
Direct patient care work involves considerable walking and standing (up to 12 hours/day), pushing, pulling, bending, and heavy lifting (45 pounds and over). The incumbent accepts assignment on any tour of duty and in whatever area services are required.
In-direct patient care work is mostly sedentary. Typically the employee sits comfortably to complete the work. However, there may be some walking, standing, bending and carrying of light items such as patient records and supplies
