About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Eisenhower, Georgia. This position will be filled on a permanent basis.

Duties

Utilizes proven experience, technical knowledge and expertise for the design, testing and full implementation of both current and future client-server virtualization technologies that will enhance the overall security posture. Demonstrates a comprehensive understanding and a wide range of knowledge of all the software and processes associated with systems design, document, development, testing and implementation. Applies knowledge on highly specialized systems and tools that are developed and used by ARCYBER's administrators on all networks in support of critical organizational missions. Leads project teams of IT Specialists and other automation experts formed to undertake advanced new software and hardware projects affecting broad areas of future operations or to resolve critical problems in existing systems. Performs duties as an action officer or project technical lead, responsible for timely and successful completion of assigned projects and tasks. Prioritizes and sets deadlines.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year probationary period may be required.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • Temporary duty travel may be required approximately 25% of the time.
  • Position is designated as Information Assurance Technical (IAT) Level-II. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification and recertification for this position.
  • In performing above duties, overtime and shift work may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
  • This is a mission essential position and is occupied by an agency designated emergency employee. You will be expected to report to or remain at your worksite during dismissal or closure situations.
  • Lifting and moving computer equipment weighing up to 40 pounds.
  • Must obtain and maintain a Top Secret security clearance.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by perform design, analysis, system security testing, hardening, maintenance and full implementation of both current and future client-server virtualization technologies to enhance organization security posture, effectiveness, and productivity; performs all aspects of system administration duties to include troubleshooting rights/permissions on files share directories, domain name services (DNS) dependencies, event log collections, experience with Windows server 2019, VMWare, Windows 10/11 virtualized desktops, network storage, MS SQL administration with associated databases, backup and recovery, and PowerShell scripting; performs troubleshooting to promptly, and effectively correct any issues degrading system services. Provides knowledge and expertise related to both server hardware and/or software to optimize and improve efficiencies; demonstrates a comprehensive understanding and a wide range of knowledge of all stages associated with systems requirements validation, systems design, documentation creation, system testing, and implementation; configures systems based on Information Assurance (IA) security standards to include (but not limited to); addressing vulnerabilities, and/or potential issues discovered through routine security scans, implement Security Technical Implementation Guides (STIGs) hardening standards, and knowledge on how to run Security Content Automation Protocol (SCAP) tools. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attention to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations and occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; understands available products and services; and is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
