The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Plan, direct, and orchestrate inter-agency and cross-directorate collaboration on the development of internal information-sharing policies, guidelines, and procedures, and/or broker information sharing agreements with external entities; evaluate and assess these efforts to ensure that they are successful.
Plan, develop, and implement programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons' privacy.
Assess, identify, and evaluate the potential impact of obstacles to information flow across the Center and work with policy analysts and IC partners to develop and implement policy and process improvements.
Plan and define the organization's sensitive intelligence and information technology system access approval operation ensuring that customer's needs are met and that information is timely and accurate.
Plan, develop, and implement strategies to ensure that the Center's technology can properly enforce effective sharing and safeguarding of the Center's data. Consult on new technology systems being developed or considered by the Center to ensure that proper data handling and access requirements are met.
Continually expand personal expertise with regard to the development of information sharing tools, technology, plans, and policies to facilitate the cooperation and effective coordination of the ODNI, the Intelligence Community (IC), and other U.S. Government Agencies.
Plan, develop, and oversee the implementation of inter-agency information sharing activities and programs by coordinating and integrating the competing requirements and priorities of multiple stakeholders, to include planning and participating in interagency meetings.
Plan, prepare and present briefings, reports, and presentations to NCTC and ODNI leadership, senior policymakers, IC members, and other intelligence consumers in a manner that meets their specified requirements.
Assist the NCTC Senior Data Officer in researching, developing, and implementing sound data management practices across the Center.

Qualifications
Mandatory Requirements:
Demonstrated analytical and critical thinking skills, including the demonstrated ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
Demonstrated ability to manage strategic and tactical level topics, and develop innovative recommendations and solutions for improvements.
Demonstrated ability to logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments.
Extensive knowledge of information sharing theory, policies, procedures, and technologies, as well as thorough knowledge of how to develop and facilitate the implementation of those mechanisms.
Demonstrated ability to communicate clearly, orally and in written reports and documents, policies, plans, and programs related to improving information sharing across the U.S. Government.
Extensive interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively at a senior level within an interagency environment on complex issues requiring negotiation and consensus-building.
Demonstrated ability to balance responsibilities among assigned activities; including the ability to manage transitions effectively from task to task, and demonstrated adaptability to varying customer needs.
Extensive experience supporting the exchange of intelligence information between collectors, analysts, and end users in order to improve national and homeland security.
At least two years' experience within the IC
Desired Requirements:
Experience with other IC agency data set management, data systems, tools, and policies.
Knowledge of IC and/or NCTC legal authorities and application of privacy and civil liberties protections.
Bachelor's degree or equivalent experience as determined by mission specialty area.
