The Executive Director (ED), Center for Enterprise Human Resources Information Services (CEHRIS), is the principal advisor to the Chief Human Capital Officer (CHCO) and other key officials within the Department of Veterans Affairs (VA) on matters pertaining to the planning, development, and direction of a comprehensive Department-wide human resources information systems program.

Duties

The position is located in the Office of Human Resources Administration/Operations, Security and Preparedness' Office of the Chief Human Capital Officer and reports to the Chief Human Capital Officer. The responsibilities include, but are not limited to: Lead the transformation of VA human resources (HR) information systems, capabilities, and investment management by providing strategic planning, policy, and integration to facilitate accomplishment of the human capital (HC) mission. Responsible for the development, delivery and operation of all VA HR automated systems and tools (including the infrastructure components) to support a VA compensated and uncompensated employee population of approximately 500,000. Coordinates requirements identification, budget identification/execution, strategic planning, cost analysis, risk analysis and strategic control of HR systems requirements. Ensures HR systems and HC/HR programs reflect the most advanced technology and developments. Continually evaluates IT systems modernization efforts and submits investment certification packages to eliminate redundant and stove-piped IT investments.

  • One year probationary period required for initial SES appointment.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Incumbents of this position will be subject to a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of drug screening required.
  • Public Financial Disclosure Report (SF-278) is required within 30 days of appointment.
  • May be subject to reassignment geographically or organizationally.
  • VA structures its SES positions into pay bands. This is a pay band 3 position and the salary range is $141,020-$195,000. Exceptions to the cap of the range may be considered in certain circumstances.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): Your resume must indicate possession of the following ECQs and technical qualification requirements in addition to demonstrating leadership/managerial experience, accomplishments, training, education and awards: 1. Business Acumen: The ability to manage human, financial and information resources strategically. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Underlying Competencies: Partnering, Political Savvy and Influencing/Negotiation). 6. Technical qualification(s): In addition, the following technical qualification(s) must also be demonstrated in your resume: TQ1: Demonstrated experience researching, defining, developing, integrating, testing, implementing, enhancing and maintaining enterprise-wide human resources (HR) data products in a large, complex, multifunctional and geographically dispersed organizational environment, including multiple types of HR services, while applying critical thinking to information received from stakeholders, and evaluating what can be used for organizational success. TQ2: Demonstrated experience formulating, leading and implementing a strategic and innovative HR information technology (IT) portfolio to include stakeholder management in a large, complex and geographically dispersed environment.
