Duties

Thisposition is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement with the Office of Production and Development, Development and Unitization Section, Unitization Unit, Gulf of Mexico OCS Region. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. Supervises the geophysical, geological, engineering, economic, and legal studies needed to affect the review and approval of the following: exploration, development, and production units, temporary gas injection applications, Coastal state and Federal offshore boundary drainage issues, and the cooperative development of hydrocarbon resources between foreign governments. 2. Serves as a chief technical expert advisor and consultant to the Region, Agency, Department of Energy, Bureau of Land Management, Inspector General's Office, Department of Justice, state and local authorities, private industry and public organizations on the Unitization Unit responsibilities. Represents the Section Chief, Regional Supervisor, and Regional Director at technical meetings, seminars, and workshop where conservation, waste, and Federal royalty interests are topics addressed. 3. Proposes program, policy, and regulatory changes related to the Unitization Unit responsibilities. 4. Supervises the collection of statistical data relative to the Unitization Unit functions. Prepares periodic reports from these statistics for use of region and BSEE headquarters officials. 5. Serves as the principle authority for the Office of Production and Development for the Unitization Unit suspensions, deep-water royalty relief, competitive reservoirs, and compensatory royalty functions and procedures. 6. Manages a staff of employees ranging in grade form the GS-5 through GS-13 ensuring timely and satisfactory performance of work. Performs the full range of supervisory duties and ensures equal opportunity for the Section's employees in the selection of employees for training, promotions, awards and recognition, and other career development opportunities. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-14; Step 1: $134,876 - Step 10: $175,335 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: SUBMISSION OF TRANSCRIPTS IS REQUIRED. Petroleum Engineer (0881) A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Degree: that included at least 30 semester hours in mathematics (including calculus) and the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.). -OR- B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. Geologist (1350) A. Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. -OR- B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. (2) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience working with Vital Statistics and/or other metrics that measure the quality, quantity, and/or timeliness of your Unit's work. 2. Experience completing high-profile special projects, reports, standard operating procedures, and presentations of interest to senior management. 3. Experience performing studies and analyses using complex applications and reaching out to operator representatives and initiating requests for information to gain insight and clarification of work plans, project execution, and timing. Must meet all.
