Collaborate with senior management leadership and develops supply chain management strategies in support of a VA Health Care System and supported catchment area. Develops assigned supply chain metrics, identifying business objectives and drive the right supply chain behaviors for planning and executing approved strategies. Provide supply chain expertise to improve supply availability with a focus on getting the right material, at the right time and right place to support the health care system.
Duties
Duties -
Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities.
Serves as an integrator and/or facilitator for contact with supply chain management customers, ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs.
Participates in the development of supply chain management practices for facility maintenance activities, with a focus on long range planning improvement.
Recommends alternate courses of action in resolving problems critical to current and future logistics requirements.
Reviews, coordinates and integrates commodity management of assets. Initiates and tracks forecasting actions for assigned items for future requirements.
Directs item distribution to storage locations, field supply support activities and customers based on priority, delivery schedules and other requirements.
Provides disposition instructions for excess and dormant material at the health care system.
Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems.
Troubleshoots and resolves issues where supply chain deficiencies affect the mission.
Ensures collaboration with appropriate managers to provide detailed data analysis.
Determines underlying causes of deficiencies to identify supply chain problem areas.
Develops automated tools to support maintenance supply chain management research, simulation, and analysis.
Acts as an advocate interacting with management over supply status, procurement, and direct release of materiel from health care system.
Develops designated supply input for fiscal year and long-range plans and programs, analyzing material for reasonableness, consistency, and validity of various assumptions.
Streamlines budgets while providing quality supplies and products.
Prepares detailed reports, outlines initiatives and evaluates results, recommendations and proposed plans for implementing cost saving methods.
Collaborates with 01& T to evaluate problems with existing database/software and modifications/patches for implementation to refine the inventory management system's capabilities to support enhanced supply/inventory tracking programs; inventory reorder points; days of stock on hand; supply/equipment usage; and for receiving shortage, purchase, and budget reporting purposes.
Analyzes the effectiveness of logistics and vendor support services.
Develops ongoing strategic analyses across supply chain activities and recommends solutions for improvements.
Researches and studies private industry as well as VA best practices to develop and apply concepts that best fit and support Supply Chain requirements.
Serves as an active participant in the development and documentation of supply chain policy and procedural directives.
Supports long range supply chain requirements and interactions, optimizing supply chain support.
Advises supply chain personnel and program managers of new and pending changes in supply chain management policies and procedures, alerting them to the projected impact on logistics operation, planning and support and areas of emphasis required to ensure continuity of operations.
Develops logistics and supply chain management training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers.
Participates in the development of education and training documentation. Communicates with customers and personnel on the role logistics plays in maintaining comprehensive logistics support, operational readiness and sustainability.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 7:00am - 3:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of supply chain logistical requirements of the health care system to support optimization of logistics operations and related support functions with management information that is transparent in terms of accountability, quality assurance, asset management, requirement determination process, and their interrelationships including the financial interfacing and readiness reporting requirements. Knowledge of the entire supply chain process to include integrated relationship with Product Lifecycle Management, Supply, Sales and Distribution, Inventory Management, Warehouse Management, Manufacturing, Remanufacturing, Maintenance, Financial Management, and the Electronic Data Warehouse. Knowledge of VA Logistics program goals, sequence and timing of key events and methods of evaluating accomplishments to successfully support assigned initiatives. Knowledge and skill in using automated supply databases for supply management determinations. Knowledge, skill and ability to plan, organize, and work with others to negotiate effectively with management to accept and implement recommendations requiring significant changes in business operations and ensure integration with ongoing initiatives. Knowledge of evaluation and measurement techniques to ensure attainment of higher command objectives and goals for assigned systems and programs. Knowledge and experience necessary to interpret and analyze metrics/statistical data and ability to reduce such data to clear, precise written summaries, reports, recommendations, etc. Knowledge and ability to assess training needs of varied groups and to develop, present and evaluate the effectiveness of training plans, materials, classes, etc.; thorough knowledge of general computer systems and applications. Comprehensive knowledge of hospital management and policy administration, supply chain information system best practices, critical thinking skills, as well as a strong understanding of budgets, financial strategies, materials management information systems and process improvement techniques.
Skill in oral and written communications to prepare briefings, reports, correspondence, and to present briefings to senior level executives and supervisory staff, and other agencies {higher, lateral, or lower echelon); and to serve as point of contact and advisor for auditors, inspectors, and investigators for explanation and justification of overall local policies and procedures used within the logistics process. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,

The position to be filled is a Music Specialist, GS-1051-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in music. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.)
