This position serves as the Supervisory Logistics Management Specialist (Chief Supply Chain Officer) responsible for the development and integration of a supply chain that ensures the logistical requirement of the VA Health Care Systems and supported catchment areas are met.

Duties

Duties include, but may not be limited to the following: Oversees, guides, manages and integrates supply chain operations across the organization; Plans and coordinates fiscal, acquisition, clinical and administrative operations; Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain; Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews; Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities; Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model; Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution; Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met; Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience communicating with stakeholders at all levels within an organization; Research and in-depth knowledge of Logistics and Supply Chain Management regulations, processes, and procedures; Extensive experience regarding materiel management procurement and business processes to include: planning, funding, and validation of need; Experience and ease of providing advisory services regarding inventory management, supply chain, expendables/non-expendables, capital equipment, storage and distribution operations, total supply support, and reproduction; Experience collecting and analyzing qualitative and quantitative data in order to recommend improvements to a program or service offered; and Experience preparing memoranda and/or reports for review by executive staff You will be rated on the following Competencies for this position: Acquisition StrategyAdministration and ManagementFinancial ManagementLeadershipManages Human ResourcesPlanning and EvaluatingProblem SolvingTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Part-time experience will be credited on the basis of time actually spent in appropriate activities.
