You will serve as the SIOP INTEGRATION TEAM DEPUTY DIRECTOR in the SHIPYARD INFRASTRUCTURE OPTIMIZATION PROGRAM (SIOP) AT NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND PACIFIC (NAVFAC PAC).
A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary.
Duties
You will direct the execution of program guidance in support of program operations.
You will evaluate long-range financial planning to determine alignment with program and organizational mission and objectives.
You will resolve conflict and negotiate solutions to complex technical issues or concerns to support Facilities Engineering and customer needs.
You will produce cost estimates for projects to monitor expenditures and generate cost analysis financial reports.
You will direct the actions and coordinate the activities of cross-functional teams to achieve program goals and milestones.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing, supervising or leading other Engineers, Architects or Program Managers in duties involving planning, engineering design, construction, acquisition strategy, environmental, and operational services in support of the mission requirements; 2) Identifying potential problems in the process and making recommendations to improve efficiency; 3) Dealing with financial, contracting, technical and scheduling issues; and 4) Using persuasive arguments and negotiation techniques to reconcile differing opinions among major stakeholders.
