This position is located within the Natural Resources Conservation Service (NRCS), Assistant State Conservationist for Management & Strategy (ASTC-M&S) Arizona, United States Department of Agriculture (USDA).The incumbent performs a wide variety of duties and assignments in support of business operations and administrative services necessary to accomplish the mission responsibilities of the State or Area office and the Natural Resouces Conservation Service (NRCS).

Duties

Maintains relationships, networks and alliances with individuals internal and external to the Agency. Serves as point of contact for information technology services access for employees, affiliates, and volunteers. Manages office space, and office equipment ensuring compliance to Federal regulations. Manages equipment and property management program, including procurement, supply and space management. Coordinates procurement and purchasing functions for the organization. Coordinates office space issues for the organization and its subordinate organizational units, area offices and/or field offices. Serves as the Human Resources, Grants and Agreements, and Leasing liaison for the state.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level; or one year at the GS-11 level for consideration for the GS-12). Specialized Experience for the GS-09: To qualify for GS-09 level, you must possess at least one year of specialized experience, equivalent to the Federal GS-07 level or higher, that has equipped you with the necessary competencies to successfully perform the duties of this position. For this position, examples of specialized experience includes: Performing administrative duties in support of carrying out the business of conservation at the state, area, and/or field levels. This includes assisting with planning, coordinating, and reporting on business and administrative services to support day-to-day operations; assisting with procurement and purchasing and coordinating fleet usage for an organization; OR Substitution of education in lieu of specialized experience: For the GS-09 level, you must possess a master's or equivalent graduate degree in Business, Business Administration, Procurement, Finance, Mathematics, Economics, Accounting, Marketing, Psychology and Computer and Information Science, etc. or related degree. OR 2 full years of progressively higher level graduate education leading to such a degree OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, which may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience for the GS-11: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience includes: Performing administrative duties in support of carrying out the business of conservation at the state, area, and/or field levels. This includes planning, coordinating, and reporting on business and administrative services to support day-to-day operations; assisting with agency representation for headquarters, state, office and/or field office committees; coordinating office procurement and purchasing and coordinating fleet and facilities services; OR Substitution of education in lieu of specialized experience: For the GS-11 level, 3 year(s) of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Business, Business Administration, Procurement, Finance, Mathematics, Economics, Accounting, Marketing, Psychology and Computer and Information Science, etc. or related degree; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience for the GS-12: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience includes: performing administrative duties in support of carrying out the business of conservation at the state, area, and/or field levels. This includes managing business operations and administrative services to support day-to-day operations; servicing as the point of contact and/or representing the agency on various headquarters, state, office and/or field office committees; overseeing procurement and purchasing for an organization and managing fleet and facilities services. Note: There is no education substitution for the GS-12 level.
