Duties

This Supervisory Program Manager position is located in Logistics, Resource Management Office (RMO), Operations Management (OM), Security Operations, Operations Management (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Provides management oversight for a wide range of program support services including information technology coordination, property and inventory management, fleet management, and facility management for SO NHQ, federalized airports across the Continental U.S., outside of the Continental U.S., and related overseas locations where TSA personnel are located. Serves as a principal advisor in the planning, development, implementation, evaluation, and coordination of mission support programs and strategic planning for SO. Also serves as a technical authority/expert consultant in the area(s) of administrative services and logistical support. Coordinates and executes special projects and actions of a confidential or controversial nature and/or of special interest to executive management. Defines major problems, provides advice on the advantages & disadvantages of various methods and approaches for solution, and develops ingenious strategies or solutions to improve upon key program initiatives. Partners with stakeholders to provide leadership in the oversight of audits, inspections, and program reviews. Subsequently, provides objective and constructive appraisals consisting of recommendations for program corrective actions, operational improvements to increase organizational efficiency and effectiveness, and the assurance of program compliance. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as: Planning, directing long-range policy studies, projects, or program analyses that address broad organizational issues that significantly impact key agency strategic objectives and operations Leading and conducting analysis and evaluations in order to provide solutions for operational and administrative challenges. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
