Duties
In this position, you will serve as an External Affairs Specialist.
Develops, plans, and implements communications tactics for assigned external affairs and strategic communication initiatives with a focus on ensuring effective communication about CISA's mission, programs, operations, and policies to news media.
Drafts, edits, and finalizes a variety of products for releasing information to the public and stakeholders, including External Affairs Guidance, reports, pamphlets, website content, fact sheets, communications plans, exercise injects, crisis communication plans, and other products as requested.
Establishes and maintains effective working relationships with CISA leadership and division staff, other External Affairs functions, and news media.
Obtains feedback from the public and other stakeholders and uses it to develop new approaches to better to meet the communication needs of external stakeholders.
Qualifications
Specialized Experience: Qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-09 if applying at the GS-11 level, GS-11 if applying at the GS-12 level, and GS-12 if applying at the GS-13 level) in the Federal service, or equivalent experience outside of the Federal government, which demonstrates the ability to perform the duties of the position.
Specialized experience at the GS-11 level isdefined as assisting in the evaluation of the effectiveness of media engagement external affairs programs; assisting with the coordination of projects and initiatives with media engagement and external affairs functions; assist with applying effective communication tactics and media engagement to determine the needs of business partners and stakeholders; and serving as a spokesperson or liaison to the news media.

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
Specialized experience at the GS-12 level isdefined as assisting in the evaluation of the effectiveness of external affairs program operations; assisting in the coordination of projects and initiatives with external affairs and media engagement functions with a focus on news media for strategic interaction with stakeholders; assist with applying effective communication tactics and media engagement strategies to determine the needs of infrastructure partners and stakeholder organizations; and serving as an organizational spokesperson or liaison to the news media.
Specialized experience at the GS-13 level is defined as developing, implementing, and evaluating the effectiveness of external affairs and media engagement program operations; coordinating projects and initiatives with media relations and external affairs functions for strategic interaction with stakeholders; applying effective communication tactics through media engagement to determine the needs of infrastructure partners and stakeholder organizations; and serving as an organizational spokesperson or liaison to the news media.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement (52 weeks or more as a GS-09 if applying at the GS-11 level, 52 weeks or more as a GS-11 if applying at the GS-12 level, or 52 weeks or more as a GS-12 if applying at the GS-13 level).
