THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a COMMANDER (TITLE 32), Position Description Number D1870000 and is part of the IL 182 AW, National Guard.

Duties

As a COMMANDER (TITLE 32), GS-0301-14, you will serve as full time Commander of an Air Support Operations Group (ASOG). Major Duties - This is NOT an all-inclusive list: Approve multiyear and longer-range work plans developed by the supervisors of subordinate units (ASOS/TACP) and subsequently manage the overall work to enhance achievement of the goals and objectives for the work directed. Attend conferences which include joint forces and coalition nations to determine operational support requirements and coordinates policy and the implementation of MAJCOM and Group plans, programs, and policies relating to the integration and employment of assigned resources in carrying out the mission. Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget to support squadron mission objectives. Actively help NGB shape the force to meet changing needs of the Air Force by participating on Integrated Process Teams (IPT) at NGB, tailoring force structure for the future. Plan and coordinate short- and long-term budgetary requirements with USAF and ANG MAJCOM functional managers. Prepare and maintain deployment and mission execution plans in accordance with higher headquarters plans, programs and policies. Ensure funds, equipment, manpower and facilities are properly resourced and utilized to meet the mission objectives and requirements. Manage changes throughout the organization, or major changes to the structure and content of the program directed by programmatic changes or mission requirements. Manage and direct the Air Support Operations Group and provide managerial oversight of multiple ASOS and TACP squadrons that are geographically separated. Exercise delegated authority to oversee the overall planning, direction, and timely execution of two ASOS and fourteen TACP Squadron operational programs that are regionally separated. Exercise direct authority for the readiness and implementation of ASOS/TACP weapon systems and all activities at the operational level of war readiness. Lead ANG community through frequent contact with Air Combat Command, Air Force Air Staff and HQ National Guard Bureau functional managers identifying manning, equipping and training requirements and formulating program funding actions.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer Only - Minimum rank of Lt Col. Maximum rank of Col. GENERAL EXPERIENCE: MUST possess s experience or training which includes a general knowledge of principles of organization, management, and administration; and experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-14 Level - MUST possess specialized experience which includes 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; and experience preparing written communications and oral presentations. SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience for the GS-14 Level, which includes experience in managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
