As a Supervisory Procurement Analyst, you will be responsible for providing professional and technical guidance and expertise, policy direction, program support and troubleshooting on the most complex acquisition matters that arise.Location of position: GSA, PBS, Northwest Arctic Region, Acquisition Management Division in Anchorage, AK; Portland, OR; Spokane, WA; or Tacoma, WA. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Oversees and coordinates the successful operations of the Acquisition Management Division's Policy staff which is responsible for performing duties involving implementation of acquisition policy, technical training, Indefinite Delivery Vehicle (IDV) Program strategic direction and execution, Continuous Process Improvement (CPI) Program strategic direction and execution, expert troubleshooting and addressing the full range of other technical/professional and vendor alliance matters that arise to ensure the most effective and efficient operation of regional procurement activities. Participates in the development of policy at the national level with Central Office, the Office of the Acquisition Executive, other Regional Acquisition Executives, and other high level PBS officials. Analyzes the impact of proposed and new policies and legislation affecting the GSA acquisition process. Submits recommended changes in acquisition policy to the Acquisition Executive, Office of Acquisition Policy Directorate, or other Central Office authorities, or to the Regional Competition Advocate on issues requiring a consolidated regional position. Plans, develops and establishes procurement forecasts for the overall acquisition program. Develops strategies to improve the efficiency and effectiveness of our acquisition process in identifying the highest quality vendors. Advises the Division Director and Regional Commissioner on important matters relating to any aspect of regional contracting or procurement matters, recommending courses of action to resolve problems, initiate new guidelines or measures or take other appropriate action. Serves as a liaison between the vendor community and the GSA acquisition workforce to identify, develop, and implement processes and procedures that would improve the efficiency and effectiveness of the acquisition process while at the same time ensuring compliance with all regulations. Establishes and maintains effective communications among team members and PBS staff. Determines the most efficient and economical manner by which to accomplish assigned workload, establishes priorities, and provides positive direction to subordinates on goal attainment and methodology. Assigns tasks and adjusts workload to meet program needs.

Qualifications

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.   This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.   You must meet the requirements in 1, 2, or 3 below: All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification.(b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.   Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience in contracting or related positions and must have included: providing leadership and professional expertise in the interpretation and execution of contracting laws, regulations and policies; providing acquisition management oversight and professional guidance and assistance; and developing, recommending, and implementing changes to contracting policies and procedures.
