Duties

Serves as team leader for The PNT Resilience and Timing Branch in the PNT Division, assigning work to employees on the team based on priorities jointly established with the supervisor. Reviews the work of team members for technical quality and provides input to performance evaluations. Advises, counsels, and instructs team members on technical work matters, provides on-the-job training, and recommends training courses and other development opportunities to meet employee and unit needs. Initiate, plan coordinate, execute and implement a broad base of applied research and advanced technology development program in all aspects C5ISR with special focus in Positioning, Navigation, and Timing (PNT) and related technologies. Technical expert in diverse PNT disciplines, i.e., positioning sensors, navigation aids, sources of time, sensor, fusion technologies, navigation systems, Navigation Warfare concepts, and application of modeling and simulation. Develops the strategic technological roadmap to include System of System Engineering and Integration, that identifies and enables systematic transition of advanced technologies and capabilities into the next generation PNT systems. Performs continuous assessment of technical accomplishments and progress of the Directorate's technology base programs. Applies in-depth knowledge of current and emerging Army doctrine and familiarity with the doctrine of joint and allied coalition forces and potential adversaries. Expertise, knowledge, and skills include PNT component sensor technologies, PNT systems, as well as the application of engineering, scientific and management knowledge, and skills in an executive or management capacity and technology transition. Coordination of program plans, requirements and management activities between all involved. Responsibilities cover planning, guiding, direction, management and formulation of research and development programs. Performs other duties as assigned.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

  • This is an Army Acquisition, Logistics, and Technology Workforce position. Selectees must meet the position requirements for Practitioner certification in ENGINEERING AND TECHNICAL MANAGEMENT within 60 months of entry on duty date.

Qualifications

About the Position: As the Army's primary integrator of C5ISR technologies and systems, the U.S. Army Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center conducts Research and Development, or R&D, across a wide variety of capability areas that support all of the Army's Modernization priorities. These include the following technologies that are inter and intra- related: cyberspace operations, electronic warfare, intelligence, data analysis and fusion, tactical network design, wireless communications, radar, sensors, electro-optics, mission command applications, autonomy and machine learning, power and energy, modeling and simulation, counter-IED, minefield detection/defeat and assured positioning, navigation and timing (PNT). This position resides in the PNT Division with a focus on Testing, M&S and Data Analysis for Assured PNT Systems as well a focus on frequency and timing technologies. It is through employment of a dedicated and superior workforce, world class facilities and global partnerships that the C5ISR Center delivers needed capabilities to our Warfighters. Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-02 pay band (GS-11 equivalent grade level or higher) in the Federal Service which includes: 1) Providing technical engineering guidance to customers, subordinates, or peers; 2) Experience planning/directing programs or projects; 3) analyzing engineering/scientific data for use in program/project improvement and/or troubleshooting; and 4) Technical design and development and/or technical support to customers in the positioning, navigation and timing (PNT) or radio frequency (RF) communications domains (examples include but are not inclusive: design, development, integration, characterization and testing of antennas, sensors, software, and/or systems, and/or generating customer project proposals, scheduling, executing, and providing oversight to rendering of services such as system/sensor design, development, analysis, testing and reporting. In addition to meeting the specialized experience above, you must also meet the education requirements below: Basic Requirement for Engineering Series 801/830/854/855 : A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR: B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. OR: Basic Requirement for Computer Scientist - Series 1550: Degree: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Education Education Requirement This position has a positive education requirement and requires proof of education for eligibility.
