This position is in Office of Land and Emergency Management (OLEM). About the Office of Land and Emergency Management | US EPA. Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as overseeing planning and development of formal and informal communication products related to environmental program activities, public policies, and public interactions, briefing members of the public, media, and/or community groups on reviewing communication plans and/or communications strategies, and providing administrative and program direction and guidance. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of relationships between EPA, Office of Land and Emergency Management (OLEM), and other programs to negotiate effectively with management officials and external parties Skill in developing and maintaining effective relationships with media representatives, managers, and program staff to effectively communicate highly technical and complex EPA information Ability to network with business and industry associations, environmental organizations, and consumer and health groups to gain a better understanding of their interests and facilitate their participation and understanding Knowledge of a wide range of communications-related laws, policies, precedents, and practices to provide substantive advice and recommendations Skill in analyzing conflicting data and summarizing recommendations or program changes Ability to perform long-range and short-range program planning and strategy development Ability to review, revise, and discuss high level contents before public release to stakeholders Ability to ensure proper planning and timely resolution of difficult communication challenges Knowledge of EPA regulations and programs to serve as an OLEM spokesperson on complex and highly technical environmental issues, activities, and initiatives Skill in written communication Ability to develop written materials such as press releases, news stories, feature stories, fact sheets, television spots, internet articles, and social media content for OLEM programs Skill in refining and developing messages to accomplish specific communication objectives Skill in oral communication Ability to make effective and responsive on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions Ability to brief media representatives and specialized groups on agency programs , projects and/or areas of concern, and respond to questions or inquiries Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
