Duties
You will ensure that all users and systems maintain the required level of security measures in accordance with DOD and Navy doctrine.
You will promote awareness of security issues amongst management and ensures sound security principles are reflected in organizations'
visions and goals.
You will perform detailed analyses of hardware, software, physical, etc. controls (NIST SP 800-53) to determine necessary cyber security safeguards.
You will review identified vulnerabilities, weaknesses, and potential shortfalls and ensures implementation of designs and proposed alternate
patterns of actions to eradicate the deficiencies to mitigate risks to Navy afloat networks within domain.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 611 level Advance within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- You will be required to perform occasional sea duty.
Qualifications
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Training, certifying, and providing combat-ready Navy forces to combatant commanders (CCDRS) that are capable of conducting prompt, sustained naval, joint, and combined operations in support of U.S. national interests.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provide operational planning and coordination support to other commands.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Strong oral and written communication skills for preparing briefs and providing recommendations on complex issues to higher-level managers as well as subordinate commands.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Preparing summaries of problem conditions for programs or systems and reports findings to Command Leadership.
GS:09 - In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Utilizing current assessment of cyber security vulnerabilities and the impact of these vulnerabilities and their mitigation strategies within domain systems
Applying information technology concepts, principles, methods, and practices associated with cyber security and information systems assessment and authorization regulations, directives, orders and instructions sufficient to interpret, assess and apply stated principles, methods and practices throughout the domain.
Assisting with the development of programs to ensure that networks and data users adhere to security policy and procedures.
GS:07 - In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Assisted with the ability to interpret, adapt, and keep pace with emerging technologies and capabilities.
Applying researched trends and patterns; developed new methods and criteria, and proposed new policies and practices.
Interpreting cyber security issues among management to ensure reflection of sound security principles in organization's mission, vision, and goals.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE for GS-09: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Successful completion of a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree . (MUST SUBMIT TRANCRIPTS)
SUBSTITUTION OF EDUCATION FOR EXPERIENCE for GS-07: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Successful completion of 1 full year of graduate level education or superior academic achievement .
