This position is part of the National Archives and Records Administration. The incumbent will serve as an Archivist in the White House Liaison Division, carrying out a variety of archival and professional functions related to Presidential and Vice Presidential records, including policy formulation and implementation of access issues and notifications of Presidential and Vice Presidential representatives.
Duties
As an Archivist, you will:
Work independently in identifying, arranging and reviewing both non-classified and national security classified presidential records in response to Freedom of Information Act (FOIA) requests and assist in responding to legal and other special access requests for records.
Independently provide reference service in response to regular and complex e-mail, phone, and written requests for information regarding the Library's textual, electronic, and non-textual holdings.
Plan and direct the arrangement of presidential records, federal records, and donated materials.
Consult and provide liaison work on a continuing and frequent basis with the Presidential Libraries on records and access issues.
Apply preservation techniques and recommend strategies for textual records, electronic records, and audiovisual materials.
Provide information and assistance to other archival institutions and professionals on the preservation and handling of presidential records and historical materials.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
To be qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:
Experience utilizing archival principles in order to maintain and administer record keeping systems.
AND
Experience designing and executing communications strategies, plans, or activities in order to perform activities geared towards ultimately connecting researchers with archival records (i.e. activities at every point of the archival life cycle: accessioning, processing, description, reference).
AND
Interpreting and applying federal laws, regulations, legal decisions, policies, procedures, and directives pertaining to the receipt and processing of requests made under the Freedom of Information Act (FOIA) and Presidential Records Act (PRA)
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-12, you must have been at the GS-11level for 52 weeks.
Education
Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
Individual Occupation Basic requirements for all grades:
- Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.
OR
- Combination of education and experience - at least 30 semester hours that included courses as shown in above, plus appropriate experience or additional education.
