You will serve as the Integrated Power Systems Technical Director in the Naval Systems Engineering and Logistics Directorate of Naval Sea Systems Command (NAVSEA). You will provide strategic advice and guidance in support of propulsion and power systems programs supporting research, development, acquisition, and systems engineering, including analysis and modeling for NAVSEA covered programs.
Duties
You will develop policy and standards for Integrated Power Systems within the NAVSEA Research and Systems Engineering competency.
You will be responsible for developing design requirements for Integrated Power Systems and testing.
You will initiate and direct studies relative to systems engineering and maritime technologies and formulate long and short-range plans for Integrated Power Systems technological capability.
You will assist with technical policy, standards, and tools used for ship and submarine systems engineering, certification, and validation.
You will be responsible for the formulation, implementation, and oversight of competency policy and standards.
You will formulate and monitor implementation of various Integrated Power Systems policies and guidelines.
You will be the principal Command technical advisor in Integrated Power Systems and represent NAVSEA in a variety of committees, panels, and conferences that relate to Integrated Power Systems and systems engineering.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.
MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Knowledge and experience with current Integrated Power Systems design methods, processes and policies required for success of design, acquisition and life cycle support of naval systems in the surface and undersea domains.
2. Knowledge of test infrastructure and technologies required for developing and testing naval systems in the surface and undersea domains. Familiarity with Warfare Center technical laboratory, facility and range technical capabilities available to support programs, industry and technology developments. Experience with the Navy Land-Based Test Facilities and current Department of Defense (DoD) oversight and financial certification policy affecting the ability to develop, formulate, plan and manage large budget exhibits and submissions through the Program Objective Memorandum (budget) process.

Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
For 0801 Professional Engineering Series:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by
ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
