The position provides technical support for academic education programs at VA-Long Beach managed by the Associate Chief of Staff for Education (ACOS/E) in the Office of Education.
Duties
The position provides administrative technical support for academic Graduate Medical Education (GME) and Health Professions Training (HPT) programs at VA-Long Beach managed by the Director, Graduate Medical Education under the direction of the Associate Chief of Staff for Education (ACOS/E). Additionally, the incumbent is responsible for the administration, organization, maintenance, monitoring, quality assurance, and security of multiple clinical and non-clinical education Health Professions Trainee programs and activities in the Long Beach VA Health Care system. Duties of the position include but are not limited to:
Experience with Graduate Medical Education
Strong computer skills including the use of Outlook, Word, Excel an Power Point and database management
Experience with data analysis determination of areas of improvement
Liaison between Education office and trainees
Experience managing funds and utilizing a purchase card
Performs work in support of purchasing and or procurement of services, products, supplies, and equipment requiring a practical knowledge of applicable operations. procedures, programs, policies, and regulations, to meet the needs of the organization.
Implements, administers, and coordinates, all aspect of the complex student intake process which cover a wide array of services required for processing students.
Monitors TMS to determine training status of Mandatory Training, and Familiar with NARS database, and Electronic Prescriptions for Controlled Substances (ePCS)
Green Environmental Management System (GEMS)
Ensures quality assurance issues are documented and appropriate follow up action occurs regarding any problem or recommendation found.
Deals with individuals and groups, both VA and non-VA, at different levels with a wide variety of educational and socioeconomic backgrounds, divergent opinions, and priorities, by applying a variety of communication techniques.
Monitors all programs to ensure they adhere to the highest standards for all accreditations that are offered through Education Dept.
Maintains well documented files for Residents, and Students.
Working Knowledge of the Standard procedures of Academic Affiliations to perform a full range of training and support activities.
Establishes and maintains effective relationships with professional medical center staff, community partners, and administration
Applies technical competence in automated information systems.
Identify database program problems, troubleshoot, investigate, and implement solutions
Interprets OAA policy, procedures and regulations, and has a thorough knowledge of the organization, mission, function, operation, goals and objectives of the Education Department and the medical center.
Applies extensive knowledge and understanding of management principles, practices, methods and techniques, and skill in integrating management services with the general management of an organization.
Coordinates and controls the regular resident spot-checks including documentation, reporting and supporting completion of EARS reports and processing.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the (GS-04). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: In order to be eligible for the GS-05 level, you must have one year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Compilation, research, and/or tracking of data; perform work in direct support of GME, establish and maintain training needs, schedule classes and processing education certification requests, prepare handouts, presentations and reports, apply analytical and evaluative techniques to support training initiatives or programs, utilizing office automation systems and computer applications such as Microsoft Word, Microsoft Excel, TMS, IAM, VISTA, CPRS and electronic mail; preparing handouts and presentations; and creating and making oral presentations to small groups.
In order to be eligible for the GS-06 level, you must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending, and lifting of equipment weighing less than 40 pounds. No special physical demands are required to perform the work.

Education
There is no educational substitution at the grade GS-6 level.
GS-5: Must have successfully completed four-years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
