This position administratively supports the Chief Nocturnist to ensure quality after-hours care throughout all inpatient areas at the Tibor Rubin VA Medical Center (VAMC) in the Mental Care Group in order to achieve the share vision of becoming the #1 healthcare system in the nation. The incumbent serves as the Program Support Assistant working directly with the Chief Nocturnist and Nocturnist Management Analyst Lead Management and Program Analyst.
Duties
Administratively supports the Nocturnist Program to ensure quality after-hours care throughout all inpatient areas at the Long Beach VHA. The Program is a complex section in Mental Health held to carry out the mission of providing quality care to patients ranging from post-surgical to SCI to long term care in CLC. Candidate must be very organized and ready to support the department in an effort managing strict and multifaceted medical credentialing requirements and other aspects of the program.
DUTIES
1. Review Nocturnist DMS (Daily Management System)
2. Address daily quick hits.
3. Track, trend and analyze Nocturnist DMS Entry.
4. Provide daily brief and weekly summary to Chief.
5. Follow-up on all open/active action counter-measure and take needed corrective action to include
communicating and meeting to respective service front-line staff and/or leadership.
6. Provide recommendation for counter-measures to include process owner time.
7. Attend daily huddles to include: MH Admin Team DMS Huddle, MH HCG DMS Huddle, LBVA
Enterprise Huddle.
8. Inspect all Nocturnist physician areas and communicating
facility and equipment needs supporting services.
9. Initiate request for access / termination for critical access throughout medical center. Work with
VA Police, leadership of various area leader to maintain critical Nocturnist access to all
secure points of entry throughout medical center for Nocturnist staff and terminate access with
rotating employee (in order safe efficient timely entry of staff during critical CODE BLUE
response)
10. Test and account for all Nocturnist and Inpatient Physician Shared Communication Device
11. Initiate, draft, prepare, submit, process, follow-up, and track recruitment request to recruit, board
actions, supervisory recommendations (to ensure adequate staffing needs are maintained to provide
coverage despite high turn-over rate requiring constant active recruitment and retention efforts).
12. Communicate and liaison with Nocturnist Candidates, Chief of Staff/Directors office /Medical
Credentialing Office and HR for onboarding new candidates.
13. Track, collaborate to supporting sections (HR, MSO (Medical Staff Office), VA Police, IT,
Pharmacy, and Payroll to ensure all onboarding requirements are met and complete
14. Ensure proper processing of employee Termination
15. Meet weekly with HR to review pending actions for recruitment, pre-employment, onboarding,
payroll, benefits, and termination.
16. Research and provide quarterly updates on market pay analysis and updates to Chief.
17. Prepare, track, and present forms for Chief.
review, input, and approval to include but not limited: Board Actions, Market Pay Recommendation,
Supervisory Recommendations, Annual Proficiency Reviews, Performance Pay, Medical
Credentialing Packets
19. Manage all aspect of Nocturnist Locums Tenens contract to include working with contracting
office, processing renews of existent contract, monitory contract expenditures to provide report to
fiscal budget needs and excess.
20. Track, validate, and process Locum Tenens time keeping and ensure payment.
21. Track, validate, and process Nocturnist timecard (50+ timecard) as needed to support
Time Keeper when Time Keeper not available.
22. Prepare and support weekly Admin Meeting
23. Collaborates with the Office of Data Collection and Analysis monitors and captures the workload
(to ensures that accurate stop codes are assigned for maximizing the performance measures
outcomes.)
24. Capture, audit, and review Nocturnist Section for compliance with VHA staffing Directive by
providing business rules to standardize physicians labor mapping in order to ensure all physicians
are mapped to administration, education, or research according to the guidelines contained in the
VHA directive. Provide finding and recommendations to Chief.
25. Provide timely quarterly reporting of workload, recruitment, and budget to the VISN. Initiate new
contract, negotiation, or maintain ongoing contract by collaborating with VISN contracting office and
Locums company (emergent physician staffing agencies) representative.
26. As Contract Officer Representative will evaluate subcontracting plans, monitor, evaluate, and document contractor performance
under regulatory and any subcontracting plan included in the contract.
27. Audits ongoing Providers Peer Reviews and gets with ODCA with any database program updates to enhance providers peer review tracker by ensuring to meet Medical Staff Office Requirements such as By Laws, and VHA Directives.
28. Perform other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing administrative support to a department; serving as the timekeeper and PIV sponsor; and/or processing incoming staff for enrollment to the VA including computer access, physical access, NARS request, and trouble shooting any badge issues.
Typing Requirement: To qualify for this position, you must have a typing speed of at least 40 words per minute. Your response to the typing skill question on the Occupational Questionnaire will be used in your qualification determination.
Preferred Experience: Optimally, successful candidate can demonstrate working knowledge and familiar MS Word, Excel, PDF Pro, Vista, CPRS, Vista, VATAS, SharePoint, Power BI Report generation, Outlook

Physical Requirements: The work requires routine movement throughout the facility. Walking, standing, bending and carrying of light items like papers or books and pushing a cart may occur daily.
